The Legislature, too, in passing the bill to provido for holding tbe convention, rose above all partisan considerations, and actod with wisdom and fairness. As finally passed by the adoption of ,tho report ot tbe conlercnce commit tee of tho two houses it is the matured views of tho best lawyers in the Sen-ato- Its leading idea is tho principlo of minority representation, wbicb, whatover may be said of it in other relations, is undonbtcdly right in its present application. The bill provides that the convention shall consist of one hundred and thirty-throo mem bers; twenty-eight to be elected at large in the Slate; each ballot to con tain the names of fourtoen delegates, .and tho twenty-eight highost in votes to be declared elected. Six delcgntos are to be elected at large in tho city of Philadelphia, each votor to vote for three., tho six roceiving tho highost number of votes to be declarod elected. By this plan there will be thirty-four delegates olcclod at largo. The re jnaiuing ninety.nino delegates to be clotted in the several Senatorial dis tricts of the Stato, the apportion ment being throo ior each Senator, .each voter to vote for two, by which the partisau minority in each district will bo alTordod tbe opportunity to elect one delegato. Tho oloction of delogates will take plaoe at tho Oe to iler election, and the convention will meet in the following month, Novem ber. It will thus be soon that the matter, now in comprehensive sbnpo, and Itur ily set on foot, has been under the most favorable circumstances from the be ginning. What now romains to bo done is of greater importance perhaps than anything that bas yet boen ac complisbed, vis: the election of pure able, and disinterested men to serve as delegates. Let us look for a niomont at the grave and responsible duties ot the convention : lite revision and amendment of the constitution will be Almost equal to the creation of the (Commonwealth.
