mitted by tho lion. Mr. Rousseau, of
Kentucky, upon the person of the
lion. Mr. Grinnell, of Iowa, were sub
mitted in the House on Monday. Tho
majority report commences with a re
view of tho case ; bays the committee
has been compelled to decide, after
mature deliberation, that no provoca
cation can justify a resort to violence
against the person of a member of this
House ; cites the law and precedents
in the caso ; and states the opinion of
tho committoe that in tho assault upon
the person of Mr. Grinnell, of Iowa,
on account of words spoken in debate,
and for the acknowledged purpose of
disgracing him as a member of the
House, and thereby depriving him of
his duo and just influence and power
as a member of this House, the Hon.
Mr. Rousseau, of Kentucky (Committed)
an inexcusablo breach of the privil
eges of this House as well as of tho
people represented by Mr. Grinnell,
for which no provocation or justifica
tion can be pleaded, and which merits
the strongest condemnation that it is
in the power of the Houso to impose.
In conclusion they report the fol
lowing resolutions:
Resolved, That Hon. Lovell II.
Rousseau, a Representative from Ky.,
by committing an assault upon the
person of the lion. J. R. Grinnell, a
Representative from the State of Iowa,,
for words used in debate, has justly
forfeited his pnvilegcsas a member ol
this House, and is hereby expelled.
Resolved, That the personal reflec
tions made by Mr. Grinnell, a Repre
sentative from Iowa, in presence
of the House, upon tho character of
Mr. Rousseau, a Keprentative from
tho State of Kentucky, were in viola
tion of the rules regulating debate and
tho privileges of its members founded
thereon, and merit the disapproval ol
tho House.
Resolved, That Charles D. Penny
baker, of Kentucky, L. B. Swigey,
of Kentucky, and John h. Mcurcw,
of Ohio, by their presence and partici
pation in a premeditated personal as
sault between Hon. Mr. Rousseau, of
Kentucky, and Hon. Mr. Grinnell, of
Iowa, on accounts of words spokon in
dc-batc, in which tho persons if not the

were guilty of a violation of its privil

Soldiers' Convention.
The following call has been issued
by a meeting of Oflicers and Soldiers,
held at Harrisburg, on tho 'JSth day
of Juno, 18GC.
Tho Soldiers' Convention which met In Pitts
burg u tho 5th of J una last, mid which pinned
the ir comrade In thin State to tho mpport of the
radinut nionsurot of Congress, in opposition to thti
just and constitutional policy of President John
son, and which promised their votes to John W.
deary, tho radienl candidate for Governor, misrep
resented the sentiments of the grout maim of the
office and soldiers of Pennxylvunia. In order
that a true expression of opinion might to had
from tho late defender of the government in the
field, anil to counlera.it tho injury attempted to he
done to tho cause of the t'nion, it was deemed ad
visable by the luto ollioers unci soldiers of the Fed
eral army in this State to hold another Convention.
A State Convention will be held at llarrltt-
nur, on Wednesday, the lirnt day
of
August proximo,
at 10 o'clock, A. M., to be composed of such hon
orably discharged ollieers, soldiers and seamen of
Pennsylvania, a subscribe to the following

faith, the joint resolution of Congress, adopted
July 22d, 1HG1, which declared that, "This war i
not jirosecuted on our part In any spirit of oppres-
ion, nor for any purpose of conquest or inbjuga-,

the Constitution and to preserve the Union, with
all the dignity, equality, andj-jahts of tho several
States unimpaired." These the conditions of
the bond the soldiers signed and sealed in blood
with the government, and a refusal now to carry
them out is a gross violation of a solemn agree
ment :

Kaeh county will bo entitled to send seven dele
gates to the Convention ; and where a county has
more than ono member in the House of Represen
tatives, such county will be entitled to seven dele
gates for each additional member. Tho delegates
arc to be selected by the honorably discharged ofB-
eers, soldiers and seamen of the counties respec
tively.
In addition to the delegates selected, all other
honorably discharged officers, soldiers and seameo
wlio sympathize with tho object iu view, are luvi
ted to meet at H irrisburg on that occasion.
