Tho majority report commences with a re view of tho case ; bays the committee has been compelled to decide, after mature deliberation, that no provoca cation can justify a resort to violence against the person of a member of this House ; cites the law and precedents in the caso ; and states the opinion of tho committoe that in tho assault upon the person of Mr. Grinnell, of Iowa, on account of words spoken in debate, and for the acknowledged purpose of disgracing him as a member of the House, and thereby depriving him of his duo and just influence and power as a member of this House, the Hon. Mr. Rousseau, of Kentucky (Committed) an inexcusablo breach of the privil eges of this House as well as of tho people represented by Mr. Grinnell, for which no provocation or justifica tion can be pleaded, and which merits the strongest condemnation that it is in the power of the Houso to impose.
