The quietude and marked apathy 'with which we hear of the progress of the lay ing of.tbe new Atlantie,cable-isin-singu lar contrast with the exoitenient,• bell ringing, and all sorts of-public rejoicing that was attendant on the progress of , the first efforts to connect Europe and Amer ica by telegraphic communication. We read now the daily bulletins announcing the progress of the work without any doubt as to its final success, and with scarcely any interest in it. No doubt much of this is due to the fact that the problem is no longer a doubtful one ; that having been done once, we are quite at ease as to its repetition, and that we are by experience better able to gauge the exact benefits that will be reached , by tliis duplication of our means of instantaneous communication with the Old World. Yet in some respects the new cable has an in terest for us that was not possessed by the old. The fact that it lands directly on our territory, and will therefore be more under our control, and that by its compe tition we shall be likely to obtain some concession on the enormous rates, desPite of successive reductions, still charged by the existing line, are 'considerations to which we shall be likely to give more ith portance after the new cable is fairly at work. So far the cable news has beett'a great tax on the newspaper press,•without any corresponding benefit. The leasliag papers are under a necessity to receive it at heavy cost, whilst its very general pub lication'has given the public but a' very limited idea of its value. What everybody has, nobody values. With the two lines, at work, it may be hoped that the news papers will be able to make more advanta geous terms than heretofore. The Army of the rotomac. At the recent meeting of the SOciety of, the Army of the Potomac, General Meade who was received withgreut enthusiasm and prolonged cheering, made a brief but warm defense of the Army of the Polo: mac., Gen. Meade claimed that impartial history would yet do justice to the deeds and merits of the Army of the Potomac_ The rebellion, he asserted, could never have been put down but' for 'that army. In it had occurred fifty per cent. of the deaths and wounds whiCh occurred during the war; and where the men die and are wounded that, said Geneial Meade, is the army where the work is done. In allu ding to' the subject of ,Government inter ference,by telegraph with military ,opera tions, lie asserted that" allliiitory'priived that where a Gen'eral's• operations were carried on near the Government and Con, trolled thereby, they were ineffectual,fail ures. This, he contended, had Oecin - the, great hindrance in the .want of success 'of the Aimy of the Potomac. Don't Bathe Too Attach. Sea and river bathing are now in order, and it is to be hoped that people will not, indulge in those luxuries with recklessness:. Many constitutions are sadly shattered every summer by too much bathing. Bathing is a good thing employed in mod eration; but immoderately enjoyed it be comes a. very dangerous and damaging thing. Only the most robust and soundest, system can long stand daily sea or ,riinr; immersions without becoming impairecki Persons afflicted by organic disabilities should bathe in the sea or river not of tener than every other day,. and in • no' event should they remain in the, water longer than ten or fifteen minutes. Any indulgence in bathing extending to half an hour or an hour (which is more fre quently the rule than the exception) is highly injurious, although the injury may not be immediatly apparent. . The,Newspaper Cash System. The Wisconsin editors have have been holding a convention at which the propo. sition was broached for establishing a gen. eral newspaper system out there of cash payments. Why not every where ? Itis" is the only proper way. Most of country newspapers live half'starved on the cree it system when they might got fat and saucy on the cash system.
