The Alabama Claims. - This subject still agitates the London journals. The Times of May 24th ad vances the belief that Mr.- Motley will make no fresh proposals, and asserts that the only apprehension of disagreement as to the terms of 'settlement arises from the fact that the politicians of the United States exhibit no disposition to separate the material from the sentimental griey ances. The Times contends that the al leged injuries arising from the Queen's proclamation of neutrality were purely accidental, and that the - British Govern ment - cannot be held responsible for the sympathies of-the English people with the South. It concludes : "Let no misdirec tion of sympathy, but settled reflection and cool communings of conscience settle the question ; and on both sides let the al leged injuries be measured and appraised by the proper tribunals. This course may open a way for the settlement of the dim culties, and we shall be rejoiced to find that die Americans have discovered it." The Star (John Bright's organ) asserts "that . the nuctrality proclamation was a real beuefit•to the North, and argues that, while general society in England favored the South, the laboring classes undoubt edly sympathized with the American gov ernment." A Washington correspondent of the Cincinnatti Gazette thus confirms all that has been said iof the miseries of clerical dependence in IVashington. - No one who has, watched the clerical changes which occur at the opening ofany'ariniinistration can conscientiously advise a friend to ac cept a government place in Washington. The city is to-day, says a writer, filled with men and women who, at a week's notice, - have been disellarged - witbout a dollar in baud or resources of any kind, to begin anew, after years of service, in snaking their way iu the world. Hundreds of these are of the most distressing character.
