All officers, except such as are needed as above stated, will be discharged, and all the unneeded property of the Bureau sold. The Educational DepartuMut is placed under an Assistant Commissioner in each of the Southern States, and one Assistant Superintendent of Schools in the District of Columbia, with a suficieut number of subordinates. Chief Justice Chase, presiding, in the United States Court at Richmond, decided an important case. His opinion establishes, so far as the judg ment of that court can establish it, the right of stockholders in loyal States to the dividends declared during the war upon the stock held by them in Southern rail roads, notwithstanding the confiscation of such stuck and dividends by the lute Con federate government. It explains what is meant by the term de facto government, and it promulgates the rule that Confede• rate notes received in the rebel States on account of parties in toyal.States innocent of acts violating the interdicts against commercial into couree, must he accounted for in lawful money equal in value to the Confederate notes at time of receipt. The Cuban Revolution. The Cuban revolution seems to be gaining ground. In a recent engagement the forces of tho imperial Count Balma seda have been defeated, according to the accounts of the revolutionists, and as the Imperialists do not claim a victory in the battle, it is likely that the fortunes of the latter are somewhat on the wane. In an otler engagement the government-forces claim the advantage, giving the highly colored news of eighty. three rebels killed, and but one imperialist! As we receive nearly all the news through the organs of the latter party, we should be careful how we form our opinions of the cobtest.
