The editor of the (Ga.) Th:t Soldier's Bounty Bill. The bounty law passed at the late see . sum of Congress:is alleged by many per.. eons to be very defective, and to hold out false hopes to soldiers and sailors. A cor respondent goes so far as to' state that .the Second Comptroller of the Treasury is of the opinion that the bill is inopera tive, in consequence of serious defects in ,the wording of phe first section. The til' . .ashington Star, referring to the pro .visions of the new bill, says: "We learn .that the first section of the ,act provides that one hundred dollars additional bounty shall be paid to those volunteers who have enlisted since April 9th, 1861, have served full three years, and have already been paid one hundred dollars bounty; to those of the above „class who have been honorably discharged for wounds, and to the heirs of those who died in the service of wounds or disease contracted in the service. The second section is totally inoperative, as it applies • t.),not a single solclier , who has served in Fes , ,bott.ttty,,,y f • fifty 'dollars authorized by the act of March Bd, 1863,t0 be paid to such of the volun teers who have served nine months or less, provided they re-enlisted for one year in a regiment from the same State, upon any future requisition of the Presi dent for" militia, but the section does not apply to this class because the service is less than two years. No other class of volunteers or militia were ever paid a bot.nty of fifty dollars, arid, consequently pot on cent can be expended - under the second section of the ad." • Another journal states that the pay master General says that it will take three years to examine the accounts of the soldiers towhom this extra bounty is due. The amount paid each year will, there fpre, be abont $25,000,060. Provisions of the New Army Bill. According to the Provisions of the 1 army bill jest passed, the military peace establishme:nt of tkie United States will consist of five regiments of artillery, ten regiments of cavalry, and fifty regiments of infantry. To the six regiments of cavalry now in the service, there are to be added four Tegipients, two of which shall be composed of colored men, having • . the same erganization as is now proided by law for cavalry regiments. The in fantry regiments are to consist of ton campanies each. Four regiments are to be of colored troops, and four regiments of the veteran _reserves. All vacancies in the grades of first and second lienten ants shall be selected from among the officers and soldiers, and one half of the vacancies in grades above _that of first lieutenant shall be filled]by selecLione among the officers of volunteers, and one half from the officers and soldiers of the . r e g ular army who have served two years during the war, and have been distin. guished fnr capacity and good conduct in the field. The act provides that no person shall be appointed under it who has been in the rebel military' or civil service, but any such appointment shall be illegal and void. robber without knowitig Boston Transcript-tells an amusing story of a young .gentieman who, walking on .he' Common a few evenings since, came in contact with a pe'rson going the oppo dir.mtion.
