IMPORTANT to soldiers and ItHEIR HElRS,—Carlisle, Pa, Feb. 20, 1608. The undersigned takes this method of answer ing numerous letters addressed to him on the subject of U. S Bounties, by giving the follow ing interpretation of thesoveral acts of Congress. By a recent decision of the Court of Claims, all ■olulers who enlisted for three years, under the President’s Proclamation of May 3rd, 1801, prior to July 22nd, 1801, and were discharged for disa bility, before serving two years, nro entitled to $lOO bounty, as the law stands, these soldiers were not entitled to the bounty, on account of having served less than two years. The “One Year” men are not entitled to an additional bounty. The third Instalment of $33,- will not bo paid in any case, when the sol dier served less thou his full term. As yet there are no provisions giving bounties to 3 and 0 months men. $100,317 -IK Soldiers enlisted prior to December 21,15C3, or between April 1. 1804. and July 18.1801, are enti tled to $lOO bounty. Between December 21, 1863, and April 1,1831, $3OO. Soldiers who wore prisoners, or their heirs, nro entitled to “ Commutation or Rations” at the rate of 25 vents per day, for every uav they were In prison. Colored soldiers, are entitled (othosumo boun ty as white ones. Men who enlisted for three years, and were promised a bounty of §3OO, but were discharged on account of wounds received before the expira tion of their term of enlistment, are entitled to the remainder of bounty. Colored soldiers, who enlisted between the 15th of Juno 1831, and the 4th of July 1831, wore not en titled to any bounty, but by a decision rendered in April 1807, they are now entitled. All persons drafted under the calls of the Pres ident of Feb. 1,1831, and March 14,1831, who paid the commutation of §3OO, and wore subsequently drafted, under the call of December 19, Im3l, and entered the service or furnished substitutes,are entitled to §3OO, from the Government. Persons who have lost their discharges are en titled to the additional bounty. It has been decided that every soldier shall be regarded ns having served to the end of the war, who enlisted for three years, and was mustered out with his regiment, because his services were no longer needed,and Is therefore entitledtothe additional bounty.
