Vanderhooven, York, class 7, post-office paper,,at dlib. per pound. , At the contract prige for 1858, there was a saving to the Government of 812,775 00 ; about ’six per cent over the previous contract. Tho present contract prices give a saving to the Treasury of $25,689 33 ; about twelve per cent, aver tho contract of last year for the same amount ol paper, showing in two years a saving to Government of $38,404 93, under tho con tracts awarded by the present, superintendent. This great saving, though reflecting vast credit upon Hr. Bowman, is, wo apprehend, not tho bnly instance in which ho lias boon able to re duce Government expenditure in his depart ment. The samples upon which the contracts wore awarded, are, wo are told, of a, very high grade, superior, as a whole, to any paper ever furnished the Government. , Important Rumor I—A despatch from Washington to the Philadelphia Press, dated the 12ih inst., says : • It is stated, upon good authority, that the Spanish Minister called upon General Cass this afternoon, and announced to him that Spain has declared war against Mexico.
