When Mr. Guth rie was made Secretary of tho Treasury, there was the suiri of $132,521,704 C 9 due the De partment.: This seems incredible. A portion . of the sum stated bad been due for 20 years.— The Herald says i ‘‘These old defaulters availed themselves of the act of 1841, and went through the Bank rupt Court, Surrendering the whole of their pro perty. This surrender has been impliedly con limed by the Secretaries of the Treasury, sub ' sequent to .1841, ns a compromise which re leased the defaulters from further prosecution by the government. Mr. Guthrie has taken a • different view. According to law, no statute of limitations or statute of bankruptcy can be pleaded against tho government. The Treas : ury, Department was expressly relieved from the Operation of the law of 1841; at least this is tho doctrine set up by tho law officers of the administration, and approved v by Secretory Guthrie- Oh the strength of it.
