Mit- LER, in Frederick county, (near Mechanics town ,) of ready-made clothing, cloth, &c., tai the value of about one hundred dollars. A part of the clothing wa,,lbund with them. THE ANNEAL TAXES.—The 'United States assistant assessors have received posi tive orders to commence at once the , assess ment of taxes which include incoine and license. By the amendatory act of-March 2, 1867, all returns of incomes and 'special taxes are required to be made by the first day of March, under a penalty of fifty per cent. additional! The assessors are instruct ed to enforce the provisions of the law in every case of delinquency, and 4 will be well for all interested to give attention to making their returns within the time pre scribed by raw. STASI DEEDS.—The reveette offi cers of our State are being instructed from Washington to appoint special officers to ex amine the county offices as to whether deeds, mortgages and other official papers have been properly stamped. The penalty for omitting to stamp, or for not stamping pro perly, is $5O for each deed.. In Bucks coun _ty the examiner, in going over the first six dockets out of twenty, found about one hun dred deeds which had - either been improper ly stamped or the stamps entirely omitted, making an aggregate of five thousand dol lan, in penalties. The population of the county, ac cording to the census of 1860, is 27, 997, while the taxable inhabitants for the year 1867 is put at 7,954. Thdjutant General urges a revision of the njMtia laws, to encourage the organize- tion of volunteer companies. At present there are but twelve companies 4n the State outside of. Philadelphia, two of which are in this county—the "Gettysburg Zonaves," Capt. Norris, and the "Franklin Zottaves," Capt. Eieholtz. Among the promotions ; by brevet in Pennsylvania Regiments, by order of the War Department, since the last Adju tant General's Report, are given the follow ing :—Lieut. Col. W. Warren Stewart, bre veted Colonel Ist Reserves, and then Brig. General; Capt. IL N. Minnigh, breveted Major ; Ist Limit. George E. Kitzmiller, bre _ eted Captain—all to rank from March 13, The Report of the Surveyor General gives the population of Adams county as 28,006, square. miles 528, acres 337,920; latitude of Gettysburg 39° 49' 47" N., longitude 0° 14' 30" W. The Province of Pennsylvania was originally composed of three counties, Philadelphia, Bucks and Chester. Lancas ter was formed from Chester May 10, 1729. York and Cumberland were formed from LancaSter, the former August 19, 1749, and the fatter, Jan. 27, 1750. Franklin was formed from Cumberland Sept. 9, 1784, and Adams from York Jan 22, 1800. - The Report of the Superintendent of Com mon Schools is unusually interesting, being characterized by a breadth of view and lib erality of suggestion that show Mr. Wick latSHAM to be the right man in the right place. The legal school term, he thinks, should be increased to at least six months, while they ought, if possible, to be kept open ten months—a four months term being too short a time for pupils to make much progress in their studies, and too short to in duce well qualified persons to engage in the business of teaching. Mr. Wickersham gives an interesting history of the Common School system in the State, first warm ly urged by Gov. Wolf in hinmessagois of 1830 and 1832. The first hill providing for a Ply - stem of common schools, - drawn up by Dr. Samuel Breok, itif Philadelphia, was ap proved lib GOv. Wolf, April 1, 1834. How ever, its introduction met.with-intenee oppo sition, but 93 district§ accepting the act d ur mg t he year, in which there were 451 schools, 471 teachers, and 19,864 scholars ; amount paid to teachers $25,007. At the session of 1834-5 petitions poured in demanding a re peal of the law, and a bill was reported to thtteffect. Mr. Wickersham pays the fol lowing doserved compliment to Mr. STE via: .The excitement became intense. The great ,uestion of free schools was involved in the nymtest. The defeat of the measure seemed alinost inevitable It was felt that but one mad in the Legislature could save it, and' that man was THADDEUS STEVENS. Rising above the popular clamor against"the school system, spurning the opportunity which presentd itself of crushing his political op ponents. he marie the great speech which prevented the repeal of the law of 1835, and which, in his own opinion, was the best act 'if his life, and the one which will be longest remembered. The law was saved. From that date the school 'system was gradually developed to its present magnifi cent proportions. The Report shows the present number of schools in the State to be 13,435, teachers 16,523, pupils 789,889, and the total amount expended during the year for tuition, school-houses, dm., $5,081;,539 71. THE TOWN CLOCK.—The new, town clock, put up by Mr WATTLES, is now in running order; end seems to keep good time. After the clock had been put in place, and everything completed, Mr. WATTLES appeared before the Town Council and handed over the control of it to them, as a gift to the Borough. The clock was accept ed, and a series of resolutions adopted, which will be found in to-day's paper.— ROBERT D. ARMOR has been appointed, by the Council to wind the clock for the curry* year. - The striking of the hour gives out a flat, dull sound, which probably grows out of the bell being hung too low in the cupola. The Council, - we believe, expect to remedy it by elevating the bell. ,CHURCH.—We have re cently be(g6ermitted to read a letter from Rev. Mr. CiiltAvza, who has in charge the project for the erection of a Memorial Church in Gettysburg, to oomemorate the religions element which played so important a part in the late War for the Union. The enterprise, so far from being abandoned, iB being rap idly systematized, with every promise of success. Mr. SLOAN, an eminent archtsct of Philadelphia, is engaged on the plan and drawings, which are nearly completed, and an Agent of popular address, financial skill, and untiring energy, has been secured who will take charge of the enterprise, organize and canvass for subscriptions. The extraordinary growth of this imPortant and powerful religions oro imitation is singu larly illustrated by a 'few steatitic' which we iendenae from the same authority. The •Df. E. Church in the United States was organ ized in the autumn of 1766, the first society (ot five member% only) being formed by Philip Embnry, in his private house, : in New York, in that year. The first ch inch edifice was built in John street end dedhlst ed Oct. 80,1768. The first annual conference was held in Philadelphia, In 1778, and ten anted of ten preachers, reporting amember ship of 1,560.. The statistics for 1868 give 7,576 travelling preachers, 8,602 local preach ers, and 1,032,184 members—and this exolu sive .of the M. E. Church South. By the withdrawal the Conferences'_in 1864, the Northern organization lost 1,45 travelling preachers and 495,288 members, and yet so rapid was the growth of the Church that in two years after the separa tion there was a net gain of 654 preachers, and a lack of only 5,874 members of making up the number lost. Nor ie it in numerical strength alone that this remarkable grolith is manifested. The wealth and liberality of the' denomination seem to have kept pace with its development in membership. Last year, during the centenary celebration, over $8,000,000 were raised as a special contribu tion for Church extensicn, ac., over and above the ordinary benevolent contributions of the year. In another column will be found the:centenary statistics of the various conferences. THE GETTYSBURG SPRlNGS.—Pro bably few of our citizens have a proper con ,ception of the wide-spread reputation which the "Gettysburg Water," from the spring on the Heatmsor property, is acquiring, and the large deniand which already exists for it.— Large quantities are daily bottled and ship ped to distant places. It is being largely advertised in the City papers, and bids fair to take rank with the leading medical wa ters of the country. Tho N. York Tribune of Wednesday last has the following edito rial referenoe to it: ' Ever since the Battle of Gettysburg, we have been hearing, at intervals, of a Spring flowing oa or near the battle-field, whose medical properties had been proved of re markable exeellence. The water of that Spring has been considerably need, we are all well assured, with excellent results ; but it has not hitherto been generally accessible. At length arrangements have been perfected for bringing it fully before the public, and it is advertised quite fully in our columns to-day. The volume is profuse ly it lustre' ed with over 100 fine engravings, by the first artists, and its contents include reminiscences of camp, picket, spy, scout, bivouac, siege, and battle-field, with thrill ing feats of bravery, Wit, drollery, comical and ludicrous adventures, etc., etc. It is lust such a volume as will find numerous purchasers, and just such a one as persons seeking to act as book agents should add to their list. UNION PACIFIC RAILROAD BONDS. —We have several times stated, upon the strength of representations from the officers of the Company, that the price of the Union Pacific Railroad First Mortgage Bonds would be advanced at an early day. It is now an nonnced that so rapid has been the sale of these bonds, and so great the demand for them, that on the 81st of January the pricit was advanced from 90 to 95 cents on the dol lar. Ten , million dollars bf these bonds have been sold already, and so active was the de mand that five millions mere would probably have been sold during the first week of Feb ruary if the price had been permitted to re main at 90. Those, purchasers who heeded the advice to buy at the lowest figures while they could, can now congratulate themselves upon the handsome advance already realized. The Company has a large surplus of cash on hand for the vigorous prosecution of its work, and its financial condition is entirely satisfac tory to all concerned.
