Amendment No. 8 provides for a bond issue of $25,000,000 for the expenses of the Commonwealth dur- ing the current biennium, $20,000,600 of which will be assigned to emer- gency unemployed relief, and $5,000, 000 to the State-aided hospitals and educational institutions. The appeal points out the destruc. tive effects upon unemployment re- lief, hospitalization of the sick poor, and educational opportunity, should the amendment fail of passage. This YES NO X | would be a serious blow, it declares, not only to the great humanitarian work of caring for the unemployed, the poor and needy, but would cripple the vast charitable services of the hospitals, and curtail extensive edu- cational programmes. Declaring that the people of Penn- sylvania face a “grave public crisis,” the Temple University appeal calls upon, not only its thousands of alumni and friends throughout the State, but the general public as well, to get solidly behind the amendment. “Failure of Amendment No. 8," says the appeal, “would be disastrous, not only to the life and death issues involving thousands of unemployed, sick, hungry and needy, but to the cause of education.
