The Republican party has able and reputable men io its ranks who have been prevented coming to the fore because the boodlers under the boss found it would destroy their business of plundering the pub- lic regardless Constitution and law, ————— The discussion of Mr. Quay’s right to a seat in the Senate with the ugly developements of bribery in the Clark case from Montana have given greater strength to the proposition to elect sen- ators by the people in accordance with the constitutional amendment that re- cently passed the House by an im- meunse majority and is now pending in the Benate with little prospect of its being seriously considered. Public ag. itation may reach the Senate and co- erce that body into submitting the pro- posed amendment to the States for rat- ification. All that is asked is that the Senate shall give the State the oppor- tunity of adopting or rejecting the amendment. Ex-Governor Hill, of New York, at a Democratic meeting in Syracuse, N. Y., the other evening made an earnest argument in favor of electing senators by the people. He sald that a plan favoring an amend- ment to the constitution providing for the election of United States senators by the people was in the original draft of the Chicago platform in 1896, but was stricken therefrom by the sub- committee on resolutions, against his earnest protest ; but he hoped for ac- tion in favor of reform by the Kansas City convention, No one need feel surprised over the besmirching that falls to Governor Stone's administration from the oleo scandal uncovered through the North American, because he has been guilty of such gross violation of duty since he became governor. How deeply John Hamilton is connected with this sean- dal will remain to be shown up by the North American, and if his hands are clean beyond a doubt, the Reporier will be pleased to muke announcement of it. While it would be unfair to say that all who voted for him did so on personal grounds, yet it | is a fact that 12 of the 32 votes in his | favor came from senators who two years ago voted against seating Corbett oun precisely the same state of facts. | I'hree senators, including Hanna, who | voted to seat Corbett, voted against | Quay. The Quayites are especially in- dignant at Hanna, and credit it to Hanna's desire to punish Quay for put- ting himself up as a presidential candi- date four years ago. Of the 42 senators who favored excluding Quay, 17 were Republicans, 20 were Democrats and 5 were Populists, Of the 41 who favor- ed Quay’s admission, 33 were Republi- caps, 6 were Democrats and two were Populists.
