Garlington’s Report on tho Proteus Expedition. A — The Careless Manner in which the Vessel was Navigated-Nutiny of the Crew-Those Supple mentary Orders, Wasaisaros, Oct. 20 Lieutenant Gar. lington's report of the Greeley relief expedi- tion has been made public. He gives ‘a de tailed account of the voyage of the Proteus On the 224 of July the Proteus entered Pan dora harbor, The weather was warm and po ice in sight, so he determined, if these favorable conditions remained unchanged, to leave no record at Littleton island, but to take advantage of open water and press north as far as cape Prescott, where he intended to leave the first cache of provisions and a whaleboat, Littleton Island was therefore passed, but soon afterwards an unbroken front of ice was encountered, and it was de- cided to go to Cape Babine. Prayer harbor was reached at 2:30 pr. ¥. that day, and while on shore he saw the ice pack had broken. Cape Sabine was rounded, but not withstand- ing their efforts to save the Proteus the ico closed about them and the vessel was uiti- mately lost. Lieut. Garlington speaks of the careless manner in which the vessel was navigated. When there was no longer any doubt of the of the Proteus he ordered the men to throw overboard the stores. Many of the boxes went under the ship. and in this way perhaps one-third of the stores were lost. Concerning tha alleged bad con- duct of the ship's crew, he says that with the exception of the chief engineer, Mr. Car michael, and Boatswain Taylor, none of the crew lent any assistance} in saving property. At the first alarm those {on duty abandoned their posts and all rushed to look after their own property and did nothing towards sav- ing provisions until after their bags had been packed and safely put on the As SOON gs stores began to gO over board * they broke open! the boxes and appropriated , whatever suited their fancy. The crew seemed to be bent on robbing from the start, and seemed to think they had a vizht to take anything they wanted. Fike, who stealing, adding, “‘they are the worst of scoundrels I ever saw.” Those Lieut. Garlingtom remarks, under English law for an English ship, and claimed that, as their pay stopped when the ship went down, their shipping articles were no longer in force.
