Rulings of the last administration are reversed in a decision rendered April 1st by Assistaut-Secretary -of-the-Interior Reynolds in a pension case having a bear ing favorable to a largo number of claims now on tile. ' The ruling holds that where a widow and minor .children under sixteen years of age survive a soldier the children may. after obtaining the age of sixteen, ana where the death of the mother occurs. thereafter, without payment to her of any part of the pension, apply in their own right and receive the same peusion as the father would have been entitled to had he been totally disabled.' This pension is to commence from the date of his deatli and to continue until they respectively ariive at the age of sixteen years. This holding entitles those whose rights to apply did not accrue until after they had passed their sixteenth year, to be pensioned as though their rights had ac crued w hi!e under the age of sixteen, as held bv the department a year ago, and thence not subject to any litigation. fcnvtfiK to thn Farmer. The extent to which commercial ferti lizers are used by Pennsylvania farmers is shown by the fact lhat during last year the department ff agriculture issued li censes to 22.1 manufacturers for 92!i brands of fertilizers, for each of which the manu facturer is compelled to pay a license fee. The manufacturer is also required to regis ter a guaranteed analysis which must also be plainly stamped upon each bag sold or offered for sal in the state. It is estimated that the farmers of this state pay from $3.7.lo,iiioto J4,Ouo,xiOa year for their commercial fertilizers and that the protection afforded by the department benefits them to the extent of not less than $4tm,iim annually. The benefit is mainly due to the enfoicement of the law which drives low grade and poor goods from the market mid by raising the standard and quality gives the consumer confidence and better article for the money. The costumes to be worn tv the charac ters of the cantata are according to those worn by Jews and Persians in Esther's dav. The costumes for the leading per sonations having been rented from a tirm in Philadelphia, are most eleg-iiit and ex act. The history of the cantata belongs to that period when the Jews, in exile trom their own land, were scattered over the countries of the far East; aud the particu lar spot in w Inch the plot of the book of Esther is laid is Shusan, the capital of the kingdom of Persia. The cantata begins at the point where Hainan, the king's chief minister, being offended by the conduct of Mordecai, who does not pay him due respect, forms the design of exterminating the Jews, and ob tains a decree authorizing their destruc tion on a certain day. The day is fixed by Haman through the casting of lots. Mor decai, informed of the impending massa cre, requires hsther to intercede for her people; and Esther, though aware that she does so at the peril ef her life, consents. Her plan is to biing the king and Haman together, to denounce him as having sought her life, and so to obtain his dis grace she invites the two to a banquet. w here she has obtained favor from the king. Then to a second banquet. Hainan, now exalted by what befalls his good fortune, resolves to anticipate the decree, so far as Mordecai is concerned and to put him to death at once. He con structs a gallows, in the court of his own house, for this purpose and proposes to hang Mordecai thereon before the second banquet. Rut that night the king, having ordered his attendants to read to him out of the Rook of the Chronicles, has been reminded of Mordecoi's discovery of the conspiracy against his life, and having asked what reward he has received has been told that "nothing had been done for him." Upon this he has Haman summoned and compels him to be the instrument of doing Mor decai the highest possible honor. The banquet follows; Esther denounces Haman; the king, angry, but in doubt. quits the apartment; Haman, eagerly imploring Esther's intercession; the king returns, orders him off to Instant execu tion. He is conducted to his own house and hanged on the gallows on which he had intended to hand Mordecai. The chart for reserved seats may be found at E.
