Clarion county, were out hunting wild cat? they encountered a lynx and brought him down to the ground. He Is a splendid specimen, and the only one cap tured in Pennsylvania in the past twenty live years. So rare is the lynx that no bounty is offered. The people are flocking in to ee the animal. There are only a few traveling shows that exhibit specimens of the lynx. Here is what the school law says as to the oath of the county superintendent required to he taken before entering upon the duties of the office: 'That he will perform all the duties of county superintendent during his term of office honestly, impartially, diligently and according to law to the best of his skill and ability." -lc! of April 11, lstrj. The next section of the law reads as fol lows; "It shall be theduty of the county snper int?ndent to visit, as often as practicable, the several schools of his county, and to note the course of study and the method of instruction, and branches taught, and to give such directions in the art of teaching and method thereof in each school, as to him Coget her w it h the directors and coii troliei si. shall be expedient and necessary." etc., etc. Accompanying that Is the following, a part of an opinion or decision by the State Superintendent, which says: "The legis lature, in lixing the salai ies of county su perintendents, intended that they should devote their whole time to their special duties." L-ech has Ix-en taking $1,7ii.oo annually ot the people's money under the pretense of looking after them as the law contemplates and his oath re quires, let any honest. law-respecting citi zen read the following, required by the rules of court of Cambriacounty in relation to the requirements for admission to the bar: "Each student, if under the Hge of nine teen years at the date of registry, shall de vole at b-asi three years, and if above the age of nineteen years, two years, to legal todies in the otuce and iinderthe personal direction of his preceptor, and at the end of which term of continuous study, in the office, noon certilieate to that effect and of his continuous good moral character, also certified bv his preceptor, the application of such st udeut made in open court shall tie referred to the liar Committee. Now, as has been published, a certificate to this effect was presented to court on January -'7, and referred to the committee. Any person can see that no man can live up to the requirements of the office of county superintendent and at the same time do the work required by the above ml of court. One is forced to the inquiry : Which has Mr. Leech not done? Did he neglect his public duties, or is he trying to shut the eye of the court w hen he presents his certilieate for admission to the bar?
