Manning said: "Kolb will issue certificates of elec tion as governor de jure to (ioodwin. Howard, the two Aldriches and Robin Bon, as congressmen from this state. Howard will also have one from Gates. His soul is disputed. The programme la to have the Republican house first decline to seat either set of reprgsenta tivea, on the ground that both sides are provided with credentials signed by a governor of Alabama. The only way that either can be beated then is by means of a resolution. It is proposed that Howard shall offer a resolution to eat theanti-Demucrartr ""llve9 two of --" wlio are lie publicans and three Populists, and a Republican house 18 exected t j neat them pending the termination of the contest. This wonld make the regularly elected congressmen the contestants and throw the burden of proof upon the IVmocratic side. A petition will then be cir culated in every part of the state, call ing non the legislature for a special act to rentore in Alabama a Republican form of government. Reese will be also be given a certificate of election by Kolb as I'nited States senator and will con test with Morgan. Knight's bill to punish political usur pers and their abettors, however, will be rushed through the general asenibly and will become a law by Friday, it is estimated, and its enforcement will call for the imprisonment of all the parties to the plan. Kolbs message, which he signs as governor, was transmitted t the legis lature today. The message is also ad dressed to the people of Alabama, and is a long and in many respects revolu tionary document, as it recommends that Ins followers do not pay their taxes for a while. To Collect the Income Tarn. Washington. Dec. 5. Secretary Car lisle is arranging the machinery for the collection of the income tax with evi dent confidence that the necessary funds for its oieratiou will be forthcoming in the near future. He has submitted an estimate of f,00,00M for the employment of 303 additional deputy collectors, 10 extra revenue agents and other expenses in the execution of the statute and is now acting with the expectation that congress will speadily provide the sum reqnired.
