I5y the-e figures we set that "5 pupils nearly one-fourth of the entire school were absent over one-sixth of the term. In looking over the lecord of examinations for promotions I find that tVS pupils have failed to be promoted, either on account of not being present or failing to pass a satis factory examination, and that .14 of these have been absent over one-sixth of the term. Making due allowance for absence on account of sickness, it appears that a large per cent, of our pupils have ab sen ted themselves from school without any reasonable excuse, and that nearly all failures in examinations were due to irre gular attendance. There seems to It little excuse for irie gular attendance in a tow n containing no public works to keep pupils out of school. Teachers cannot do etliceut work unless they ha ve regular attendance. If a pupil is absent from sclntd one mouth out of six, il does not mean that he ha- rect ived live sixths of the l.eiu lits of that term. It means that he has labored under disad vantages during the entire term, that he has retarded tin advancement of other pupils, or thai he himself has learned little or nothing, and that finally he It-comes so much discouraged that he drops out of school entirely. On Monday Judge P.arker filed the fol low ing decree in the Gallitziu school case: "And now, August 'Jil, JS'.i4, this case having iieen previously heard and fully considered, il is ordered and decreed as follows: That the preliminary injunction heretofore granted lt-disolvcd in so far as the same restrains the school district of Gallitziu borough, the school directors of said district and their successors from em ploying the other defendant-named in the bill as teachers in said public schools under I he cert i licates is-ued by the county super intendent in their religious names, and permitting -aid teachers to remain as such while wearing the garb of the order of Sisters of St. Joseph, and in so far as it restrain- the said teachers from acting in the .'a pa. it y of teachers w hile wearing the garb of said order. "And it is also disolved in so fara- it re strains the teachers from permitting the pupils to address them by the tille of "sis ter" or visiting priesi as "father. "And the said preliminary injunction is made perpetual in so far as it restrains the defendants from pel milling the use of the catechism of the Koinan Catholic church as books of instruction in said public school buildings al any time, whether during school hours or ot herw ise, and from using the said catechisms lor said pur poses therein, and from giving or permit ting any religious sectarian instructions therein al any time, and from using or permitting the u-e of the public school property for any other than free common school purpose.
