The follow ing explanation w ill show you why the year P.nill will not be counted among leap years: The years are '.U'C days. 5 hours and 4'J minutes long; 11 minutes are taken every year to make tin year 3tKi'4 days long aud every fourth year we have an ex'.ra day. This was Julius Ca'sar's arrangement. You may ask: "Where do these 11 minutes come from?" They come from thrf future, aud ate paid by omitting leap year every loo years, but if leap year be omitted regularly every 1 years, in the course of 4K years it is found that 11 minutes taken each year will not only have lecn paid back, but that a whole day will have been given up. So Pope Oregory XIII, who improved on Cicsar's calendar in l.s?, decreed that every editorial year divisible by 4ii should be a leap year after all. So we borrow 11 minutes each year, more than paying our borrowings back by omitting three leap years cent urial years, and square matters by having a h ap year in the fourth ceii turial year. Pope Oregory's arrangement is not exact, aud the Itorrow iug aud pay iug back balanced so nicely that we liorrow more than we pay back to the extent of only one day in 3,i; years. Here is proof. W hat are strikes ami riots aimei at? I answer, at oppression real or fancied, w hich arises from centralized cap ital. Now if this proposition is true, it follows that the single tax theory would not be a remedy. If the earth was divided up. giving every human being his share, what then? "Esau would be in the mar ket to sell his birlhright for a mess of pot tage." Men are not constituted alike. Some by their want of talents, others by misfortune, am! slil! others by vice be come the "hewers of wood" for I heir more fortunate hrethern. Thus the social condition of the human race will continue lo the end ol time, or until Henry George gives us all "forty acres and a mule." If this should not b the panacea for existing evils, then adopt the other doctrine of Henry George. "Ditch locomotives, burn cars, destroy public and private property and bring capital lo terms" at any cost. This of course would cause the land to flow with milk ami honey. If you are unable to procure any of these journals from your newsdealer do not tike any substitute from him but ap ply by mail Messrs. A. McDowell &. 'Jo., 4 West 14lh street. New York. KelnrnluK lo Work. Philipsburg, Pa., July 3o. A large num ber of :nen in this place were to-day sworn in as deputy sheriffs. They will be sent to the Pardee mines, operated by M agee fc Lingle, where a sufficient number of the old men have signified their intention of returning to work at the 40 cent rate to warrant the operators in making a start. This is the first attempt that has lieen made to start any of the mines on the lieech Creek railroad at the 40 cent rale. It is intimated that in th Osceola as well as in the Houtzdale district ceveral more mines will start up at the same rate. The leaders are doing all in their power lo prevent the old men from returning to work. If the miners in this region return to work at 4U cents gioss rate it w i'.l even tually bring the 10.0UU or 12,0uo miners in ceulral Pennsylvania, who have secured the compromise price, down to their level.
