A question has lieen raised in connec tion w ith the "blanket ballot," and that is the effect in its size will have in delaying the tolling of the votes. As has lieen stated, the ballots must be bound in books, with a erfoi-ation between the ballot proper and the stub. They must be folded before being given to the voter, so that only theoftiicial capt'on for each election precinct, printed on the oack is visible, but no ballot can lie detached from the stub and folded until after the voter has proved his right to vote and been admit ted within the guard-rail. Consequently ballots can not tie kept on hand, folded and ready for use, and each voter must wait until a ballot has been detached and folded for him.
