The chief of the Gordon newspaper ""dares to put"on the side of the City Party the President of tho United States and with him "the great Cabinet officer" who lately spoke of a "corrupt *nd criminal combination masquerad ing under the name of Republicans " As for the Cabinet officer, Mr. Root, who is referred to, was not a member ofthe President's official family when, as a lawyer and paid a lawyer's fee, he wrote a political document founded, aot upon any facts of which he was personally possessed, but upon points furnished hira by James Gay Gordon, his real employer, says the Philadel phia Inquirer. He made no investiga tion, but something was required from him, and that something was a politi cal expression which might be used in A politicul campaign. No doubt Mr. Root is personally op posed to corruption. So is the President of the United States. So is every respectable citizen of Philadelphia and of Pennsylvania. No right-minded man would espouse ihe cause of a boodler or grafter. No one would stand in the way of a Joost careful inquiry into any possible ■sharge of civic crime. But there is a very great difference i>etween charges of criminality against individuals, no matter whether they "masquerade as Republicans" or not, and the Republican party itself. That distinction is readily recognized i>y the President of the United States, who has given us a practical example of how to secure lasting reforms. He has been investigating three de partments of the government—those of the Postofflce, of Agriculture and of the Interior —hut never once has he lateen found inviting help from Demo crats and 0r.,0i :~rs. He has never joined the foes of Re publicanism. Refoivn u in tho party is what he has carried into actual practice. In the Presidential campaign of last year we has very much the same situa tion that presents itself in Philadelphia just now. Charges had been made against cer tain Republican officials and contract ors for government supplies. The Democratic newspapers were Ailed with these charges. Judge Parker, from tho platforms apon which he spoke, detailed them at length and called upon the people to 'Jefeat the Republican Party. He and his orators tried to convince She people that because of these •barges against individuals the whole Republican Party was corrupt, and 4hat no reform could be expected un less the party was overwhelmed at the polls. Against this false logic President Roosevelt and his supporters made re sponse that the Republican Party was an organization of principle, that it oould not be held responsible for the acts of individuals, that it was big to do its own housecleaning. That issue went directly to the vot ers, and they supported the position of tho President. It is not at all likely, therefore, that tho Prt-nident would be found on the •ide of the < 'ity Party in Philadelphia when that organization is doing its best to defeat the Republican Party of Pemihylv inia. It is quite big enough to do its own reforming. And the local ticket that it has put up, composed, as it is, of Republicans whose integrity cannot be assailed, is evidence that it is perfectly ready to do all the reforming that may be re quired.
