Foo under Tuesday's date announcing | that the Japanese captured "Chair fort," of the Port Arthur defenses, Monday, after a tremendous attack. Washington, Aug. 24. —Consul Gen eral Goodnow at Shanghai cabled the state department yesterday that the Chinese taorai of Shanghai, through the British consul, has ordered that the repairs to the Russian cruiser Askold and this torpedo boat destroyer Grozovoi be stopped. The order was made through the British consul be cause 01 the fact that the repairs were being made by the British dock company at Shanghai. RUSSIAN BOAT DISABLED. London, Aug. 25.—The correspond ent of the Times at Shanghai, in a dis patch dated August 21, 11:35 p. m., says that orders from Kmperor Nicho las have been conveyed to Capt. Reit zenstein commanding him forthwith to disarm the cruiser Askold and the torpedo boat destroyer Grozovoi, and that "the flags on both vessels were lowered at 7 o'clock to-night." Tokio, Aug. 25.—Further details of the disabling of the Russian battle ship Sevastopol have bean received here. It seems that 011 Tuesday af ternoon, while shelling the Japanese land forces from a position outside of Port Arthur, the battleship struck a mine and was disabled by the explo sion. She was towed into Port Ar thur. Admiral Kataoka reports that the Japanese cruisers Nisshin and Kasuga fired upon the Russian forts on Tues day. They discovered that tlie Rus sians were shelling the Japanese land forces. The Nisshin and the Kasuga steamed In close to land and after a short bombardment silenced the Rus sian guns. Che Foo, Aug. 25.—Information of undoubted authenticity states that the Japanese armored cruisers Nisshin and Kasuga have bombarded and silenced the Russian forts east of Golden Hill, at the entrance of Port Arthur. STRUCK FLOATING MINES. Tokio, Aug. 20. —Five steamers and three torpedo boat destroyers emerg ed from Port Arthur Wednesday morning and began the work of clear ing away floating mines. At 6:20 in the evening a two-funnelled torpedo ; boat destroyer struck a mine two J miles off Liaoti promonotory and sunk j immediately. Five minutes later a second destroyer with four funnels i ran against another floating mine j which exploded. This second vessel j was at once surrounded by other Rus- I sian ships and towed into Port Ar- | tliur, the entire flotilla accompanying j her. These occurrences were seen from various Japanese watch towers, j Che Foo, Aug. 20. —Russian advices j received here say that the Japanese j assaults on Port Arthur August. 21 and August 22 were repulsed with tre mendous losses. It is added that the attempt of the Japanese to capture Fort No. 1 cost them 10,000 men, and that their attack 011 Fort Etseshan re sulted in their losing 3,000 men killed I or wounded. Port Dalny is said to be j filled with wounded men. Golden Hill, White Marble moun tain and Liaoti mountain, according to I Chinese advices dated the night of j August 22, are now the only main forts securely held by the Russians at Port Arthur. A junk which left Port Arthur Au gust 22 reports that the Russian j wounded at that date numbered 5,000 I and that the Japanese occupied the j 1 heights near Chaochanko. ' Spent 40 Minutes Under Water. Newport, R. 1., Aug. 25. —It became known yesterday that while the sub marine torpedo boat Shark was being prepared for a submerged run near Brenton's Reef lightship Monday af ternoon she sank to the bottom in a hundred feet of water and remained 1 there for some time before the crew could move her The ten men 011 board displayed no excitement over the situation, but tried a number of experiments before the boat could bo raised. Finally after 40 minutes they succeeded by use of the hand pumps in bringing her to tlie surface. JAPS MADE ANOTHER ATTACK. Che Foo, Aug. 27. —A Russian who | has an intimate knowledge of Port Arthur's fortifications explains that j there are tlyee forts known as No. 5. ! This accounts for the various and con- j dieting reports regarding fighting at I No. 5. Two batteries on the left wing j bear this number, as does also a ! strong fort to the left of Etseshan j fort. The fort near Etseshan is be- ! lieved to have been the object of the j fighting reported from here Thursday j as the Japanese being already in pos session of Etseshan it would bo com- I paratively easy for thern to capture ] the adjoining stronghold. This move brings the Japanese advance guard close to the section of Port Arthur known as the new European settle ment. Japanese here expect that their ! army may even enter the residence \ and business district of Port Arthur, ! but that this would not necessarily | mean the fall of the Russian strong- I hold. The Russian defenses are ar- | ranged with the idea of resisting as long as a man is left. Another dispatch to the Temps from Liao Vang, dated Thursday, says that 011 the previous day the Japanese made a reconnaisance to within about 25 miles of Liao Yang. After an ar tillery and infantry engagement the Japanese fell back. Thursday they attempted another reconnaisance in force. The engagement lasted all day, the Japanese again retiring. Liao Yang, Aug. 27. —According to the best information obtainable, the Japanese are preparing for a desper ate attack upon Liao Yang, in which, the Chinese say, they are confident of success. Siege guns have been sent from Yinkow to Tatchekiao, intended for use against Kuropatkin's positions. REFUSE TO ARBITRATE. Packing House Owners Decline to Ne gotiate with Strikers. Chicago, Aug. 27. —The conferences of the committee appointed earlier in j the week to attempt a settlement of j the stock yards strike with the parties to the dispute resulted in nothing. There is no prospect at present that they will result in anything in the fu tui'fi and the chances of an agreement between the packers and the strikers appear very meagre. The strike lead ers appeared before the committee Friday morning and stated their side of tlie case. They did not suggest to the aldermatic committee that it make any overtures to the packers, but simply gave their side of the case. The representatives of the packers, T. J. Connors, Edward Tilden, Thomas E. Wilson and J. E. Maurer, then ap peared before the committee and after a session that lasted three hours Mayor Harrison said: "The packers have said just what they said before —that they are run ning their plants and have nothing to arbitrate, and that there is no reason why they should confer with the men." A Warning to Federal Officeholders. Washington, Aug. 27. —In view of the approaching election the civil service commission has addressed a letter to the heads of all government departments calling their attention to violations of the civil service law which have occurred in the past in connection with political campaigns, and enclosing a circular containing a warning against the demanding or payment of political assessments and partisan activity of officeholders. The commission announces that it will em ploy every legitimate means to secure the prosecution and punishment of whoever may violate the law. Lnney's Pal Is Arrested. Augusta, Ga., Aug. 2G.—A special to the Herald from Rome, Ga., says Dick Brook, the alleged partner of Joe Laney, jr., was arrested there Thurs day. Laney, who is only 10 years old, is under arrest at Atlanta charged with embezzling SII,OOO from the j Western Union Telegraph Co. at Da.l. ! las, Tex. When arrested Wednesday j Laney gave his partner's name as J Black and said they had spent $3,000 ; of the money and that ills partner had : the remaining SB,OOO in his possession. Now he denies his statement in this connection.
