This monument which is to be tinveiled on the nth day of Novem ber next, is being erected by Penn sylvania, under the Act of May nth, 1905, in commemoration of the charge of Humphreys' Division on Maryes' Heights, Fredericks burg, Va., on the 13th day of De cember, 1862. The Division all Pennsylvania Regiments, consisted of the 123, 126, 129, 131, 133, 134 and the 91st and the 155th. The Commission, known as the Fredericksburg Battlefield Memori al Commission, consists of : I) Watson Rowe, President, Chatn bersburg, late I.ieut. Col. 126 Regt. James M. Clark, Sec'y and Treas urer, New Castle, late Captain G Co., 134 Regt.; Wm. Witherow, Pittsburg, late of H Co., 123 Regt.; Clay W. Kvans, St. Clair, late cf B Co., 129 Regt.; J. Hunter Miles, Milton, late of B CM 131 Regt.; Geo. F. Baer, Reading, Philadel phia, late Captain E Co., 133 Regt. Every honorably discharged sur vivor of the Eight Regiments con stituting Humphreys' Division, in whatever State he may live, in ac cordance with the provisions of the dedication Act of June 13, 1907, is entitled to free transportation to Fredericksburg and return, from the Rail Road station in Pennsyl vania, nearest to his residence. In order to secure this transpor tation, which does not include ei ther subsistence, or sleeping or par lor car accommodations, individual application must be made to the Secretary, James M. Clark, New Castle, Pa. This initiative applica tion need contain do information but his desire, name and Post Office address. The rest will follow in due course. While orders for transportation will not go out before sometime in October, it is important that appli cations be sent to the Secretary at once, in order that the Rail Roads may have timely notice for the needful ticket arrangements. Tickets can be secured on the Secretary's order, from November 3th to nth inclusive, good return ing until November 25th inclusive, subject to such stop off privileges, as shall hereafter be provided for. Upon receipt of the order for transportation, an immediate call should be made upon the ticket agent, that he may have plenty time to remedy any defect in his instructions. It is expected that arrangements will be effected for the sale of tick its to the family and the family friends, on card order of the Secre tary, at a one and one-half cent rate each way. State Laws. Concerning the publication ot new laws as they are passed by the legislature tbe Scranton Tribune says: "If New York can afford the ex pense for a proceeding that is of so much real benefit to the people, there is no reason why Pennsylva nia could not also foot the bill with out hardship." We believe that a majority of citizens are in favor of he publicity of the acts of the Cen tal Assembly, especially those .yhich are general in their applica .ion. Violation of the game and ish laws, the pure food laws, the Department of Health measures uad other acts are so frequent chrough ignorance that the publi ation of the laws has become a ne cessity. A few lawyers afraid of 1 osing business through the publi cation of the laws were responsible .'or the defeat of the bill in the last Legislature. They ought not to be permitted to defeat a similar bill at the approaching session." Will Store Coal During Winter. Companies Prepare to Forestall Strike. Measures calculated to forestall a strike by the anthracite coal mine workers when the three years' wage agreement now In effect ex pires, April 1, 1909, have been decided upon by the railroad com panies. Huge stocks of coal are to be ac cumulated as a measure of defense and also, if necessary, for use dur ing any trouble that might arise. This plan of campaign is little different from that carried on three years ago. At that time fully 10, 000,000 tons of anthracite were stored in advance. Now the stor age capacity of the big coal com panies is materially larger, and it is all likely to be utilized. Beginning next month the big railroad coal companies intend to operate their collieries on full lime. Last month the total output of anthracite coal was 4.540,000 tons, or fully 20 per cent, below normal, and this month production is also running very low, many of the mines working half time. North'd County's Murder Cases. The Status of Three Murder Cases. The three prominent murder cases of Northumberland county are at present in an unsettled state. Attorney Thomas N. Burke of Mt. Carmel, is busily engaged in pre paring a defense of Conrad Whyne, who shot and killed his sou at Locust Gap last fall during a drunken quarrel. District Attorney Deibler and County Detective Glass are also deeply interested in the case, which will be tried at the J September term of criminal court, and are piling up evidence against the accused. Counsel are preparing to try the Fisher case, having been successful in their appeal to the superior court, which awarded them a new trial. The September term promis es to be a busy one and it is ex pected that the murder cases will take up about one week's time. The case of Stanny Marcavitch, who was given a respite by the governor, will likely be settled finally some time this month. $100 Reward, $900. After a number of critical tests at Fort Myer, Va., the dirigible balloon constructed by Captain Baldwin has been purchased by the Government for $5737.50. On Sat urday the airship made a flight of more than two hours duration at the average speed of 13.75 miles per hour. This is the first dirigi ble in which the army has invested.
