C.Jan. 20. 1908 Senator Tnicon of Georgia intro duced in the Senate last week the first comprehensive financial bill which has been presented by the Democrats. In many ot its fea tures it resembles the Aldrich bill, but a radical difference is to be found in the provision that in times of financial stress trust companies and state banks shall be allowed to issue the emergency currency under restrictions and supervision similar to that now exercised by the fed eral government over national banks. In the Finance committee, Senator Daniel has suggested that the tax on state bank circulation be removed during an emergency but he did not press the suggestion to a vote. Senator Bailey, however, has proposed that in place of leav ing unlimited discretion to the Sec retary of the Treasury, the Comp troller ' of the Currency and the Treasurer of the United States to say when and where emergency currency shall be issued, limita tions proportionate to the banking capital and within certain geo graphical divisions be imposed and he suggestion has met with the! respect! ul consideration of the com mittee which has asked Mr. Bailey to formulate his proposition in legal language. Senator Aldrich, who has been fending off the passage of the Cul berson resolution calling on the Secretary uf the Treasury for in formation relative to the sale of Panama bonds, from day to day, promising that a comprehensive statement from the Secretary would reach the Senate on Wednesday, was finally obliged to permit the resolution to pass as Wednesday came and there was no statement from Mr. Corlelyou. It is expected to reach the Senate this week, but it is entirely probable that the Secretary will tie reticent on the subject concerning which Mr. Cul cerson's resolution inquires. Mr. Culberson is convinced that when a report on his resolution is made it will show that Secretary Cortelyou has been guilty of violation of the law. V Senator Tillman of South Caro lina, at a mass meeting last week called for the purpose of bringing together all associations in the Dis trict of Columbia in favor of pro hibition, enthused hi.s audience by Jeclaring it his opinion that the people of Washington can have prohibition if a majority of citizens appeal to Congress for it. "You know what you want," he said, Mbut the trouble with you is you Jon't know how to get it." The Senator proceeded to give his hear ers one of his practical, common vense talks which excited the great est interest and no little enthusiasm- The recently appointed Japanese Ambassador to the United States, 3aron Kagoro Takabira, at present Japanese Minister to Italy, was minister to this country daring the Russo-Japanese War, and prtvion .0 this duty he had served as cen tal general at New York. He was of the plenipotentiaries of Japan at the Portsmouth peace conference 01905. He has been in the sr vie of his government nine kis graduation from the Imperial Col lege at Tokio and speaks Kngilsh, French and German fluently. Senator Tillman this week offer ed a resolution which has been adopted by the Senate, directing the Interstate Commerce Commis sion to inform the Senate whether any corporations engaged in inter state commerce are the owners of any stock of other corporations which are transporting passengers and freight. If so, the commission is further directed to transmit a statement showing the extent and details of such ownership, so far as the tacts now appear in the office of commission, and to state in what cases the corporations whose stock is so owned have been competitors for traffic with the corporation own ing their stock. When Mr. Till man first presented this resolution, Senator Aldrich offered an objec tion to its consideration, but this he withdrew, and it was adopted by the Senate. The differences existing between Minority Leader John Sharp Will iams and his political colleague on the Committee on Rules, Mr. De Armond of Missouri, which caused a personal encounter just before the holidays, were further empha sized last week in the course of the consideration of the criminal laws. It was thought that these two Re presentatives had patched up their seemingly temporary differences but evidently thur viewpoints are totally different and there may be wordy contests between them many times during the session. . . The United States Forestry Com mission have sent out the following circular: Fence posts of many kinds of cheap woods which ordinarily would soon decay if ?wt in the ground can be made to last for twenty years by a simple treatment with creosote. Most of the so called "inferior" woods are well adapted to the treatment, and this is espec ially true of cottonwood, aspen, willow, sycamore, low-grade pines, and some of the gums. When properly treated, these woods out last untreated cpdar and oak, which are becoming too scarce and too much in demand for other uses to I allow of their meeting the demind tor fence posts. Impregnation with , creosote has been greatly cheapen ; ed by the introduction of the "open tank," which can be installed at a cost of from $30 to $45, or much j less if an old boiler is used. A tank with a bottom twelve square feet in ' area will suffice for treating forty I or fifty six-inch posts a clay, or 1 double this number when two runs per day can be made. The absorp tion of creosote per post is about as follows: Eucalyptus, one-tenth gallon; willow, two tenths gallon; sassafras, ash, hickory, red oak, water oak, elm and maple, four tenths gallon; Douglas fir, quaking aspen and black walnut, six-tenths gallon; sycamore, cottonwood and lodgepole pine, seven tenths gallon. The price of creosote is about ten cents per gallon in the East and Middle West, sixten cents per gal lon on the Ptcific coast, and twenty-seven cents per gallon in the Rocky Mountain States.
