Washington, D, C.,Jan. 14. 1908 Democrats and Republicans alike are up 111 arms over the treatment by the President of Rear Admiral Brownson concerning the resigna tion of the latter as Chief of the Bureau of Navigation. The Presi dent is roundly censured because of his failure to make public a letter written by Admiral Brownson in which he gives his reasons for the belief that the assignment of a na val surgeon to the command of a hospital ship is against the law and to the detriment of the service. Bvery application at the White House for tins letter is met with the reply that the letter in question has no bearing upon the point at issue. Needless to say, the frieuds of the Admiral are of the opinion that this letter contains the crux of the situation and they consider that the President has handed out to Brownson anything but a "square deal" in this matter. The "Bill to amend the national banking laws," prepared by Sena tor Aldrich, introduced in the Sen ate and referred to the Finance Committee of that body, is the im portant topic of discussion in politi cal circles. As yet the Democrats have not committed themselves on this measure and the Republicans are very sanguine of little opposi tion from their Democratic breth ren; in fact, the leaders in both houses think there is every likeli hood that the bill will get through the Senate and the House in a rea sonably short time. Many bills were introduced in the House on the re-convening of Congress after the Christmas holi days, about one hundred and sixty in all, and of this large number one of the most important was a bill by Representative John Sharp Wil liams, repealing the law directing that three-fifths of the fifteen per cent, reserve of national banks may consist of balances due a bank available for the redemption of its circulating notes from banks ap proved by the Comptroller of the Currency. Mr. Williams' bill, also, repeals all laws permitting national banks to keep turee-fifths of their reserves in national banks in re serve cities. Mr. Williams, also, introduced a bill reducing the regular army, al ter the first day of December, 1903, to 35,000 men, 10,000 of whom shall constitute an artillery force :'or coast defense. The standing trmy, as now composed, embraces 40,000 odd officers and men. And i third bill was introduced by Mr. Williams repealing all laws by which national bank examiners are compensated by fees, and placing ihem on regular salary of $3,000 per annum. During the Inst few weeks there has been in Washington almost an epidemic of pedestrians, the latest victim of this ailment a Frenchman having called at the White House the first of this week to obtain from the President's secretary a card certifying that he called at the White House. He expects to cir cle the globe, ending in Paris, his starting point. A bill has been introduced by representative Games of Tennes see, to appropriate annually, for ;hree years, $3,000, and thereafter ji.ooo annually to be paid to the Ladies' Hermitage Association for he preservation and maintenance of the old home of Andrew Jack son, The Hermitage. Roosevelt favors tins measure and made a recommendation similar in effect in his annual message to Con gress. The Hermitage estate con tains about five hundred acres aud is situated seven miles outside of Nashville. President Roosevelt has recom mended, in a message to Congress, that the lour thousand additional employes to be given the Census Bureau for the work of taking the thirteenth census be appointed from the Civil Service, as he declares, the examinations, noncompetitive, used for selecting the force for the last two censuses served only "as a cloak to hide the nakedness of the spoils system," and that such ex aminations are useless as checks upon patronage appointments. Those friends of Governor Hughes of New York who are endeavoring to explain his silence on national questions claim that he is like Gov. Tildeu and Grover Cleveland. Democrats in Washington, howev er, beg leave to differ with this an alogy and point ' out that Tilden was by no means a stranger to na tional politics at the time he was proposed for the Presidency, as is Governor Hughes, but that on the contrary he was an eminent party leader, and had for years been a valued adviser of prominent Demo crats in national office. His spon sors knew exactly where he stood and could speak definitely to those who did not know. And in the case of Mr. Cleveland they claim that he was vouched for by Daniel Manning, whereas Hughes has no one who can stand sponsor for him. lie is a tyro in national politics and no one is more curious as to where he stands on national issues than the leaders of his own party. There- tore the Democrats are incensed that Hughes should be likened to these two prominent and well- known leaders of their party, Trespass Notices.
