Re ports from the Isthmus siy thtrj is the greatest enthusiasm in Colombia, men and women offering themselves and tlidr fortunes to the state for the purpose of retaking ranama. President Marroquin, in spite of the fact that he was not re-elected, has put his private for tune at the disposal of the govern ment and his act has been emulated at Bogota. Recognizing the calam ity of such a conflict the Hiiro; ean powers have advised Colombia not to become involved in a hopeless war with the United States and General Reyes, the tuwly elected President who is still in Washing ton on his forlorn mission sends the same advice. He has even received a hint from the Administration to return at once to Colombia and do his best to prevent hostilities. Al though he is convinced of the hope lessness of the struggle and is coin mander-in-chicf of the Colombian army, he says that he cannot an swer for his people not attacking Panama. They have confidence in the justice of the American people and feel that they will not prevent them regaining their territory. So it is quite possible that Colombia's rash patriotism combined with the lack of tact and the haste of the re publican Administration will in volve this country in a Boer War in the tropics. Admiral Walker, chairman of the Isthmian Canal Commission and representative of the Administration on the Isthmus, has just returned lure and will make a long report to the President. W. I. Buchanan, the American Minister to Panama, has arrived on the Isthmus and was received by the officials there. He is soon to present his credentials. Neither he nor the Panama authorities evince the least concern over the fact that the United States Senate may declare his appointment as Minsiter invalid. The orders to our ships on each side of the Isth mus are to prevent the landing of any armed force, but to wait for Colombia to make the first act ot war. Nothing is said about wait ing for Congress to declare war. The President thinks this is quite superfluous. Alarmed by Senator Hoar's speech and the hostile criticism of the united democrats, who have it in their power to prevent the ratifi cation of the canal treaty, the re publicans of the House have decided to aid their party in the Senate and support the Administra tion at all costs. If the treaty can not be passed constitutionally by the required two-thirds vote, the House will pass a joint resolution dlling for the payment of the money mentioned in the treaty and authorizing the President to com mence the construction of the canal tinder the Spooner act. Such radi cal action on the part of the re publicans will not be necessary as the democrats win prouauiy ui make use of their power to prevent the ratiBcation of the treaty. Mr. Gorman's display of strength has alarmed the republicans and forced them to expose the radical methods thev are willing to adopt to carry out their purpose; but the nation wants the canal and while the democrats wish we could have ob tained it in a more honest manner thev will not prevent its contrite tion, especially as the evil has now been done and Uic republic 01 ran oma hflij been recotrnized by all nations except Kngland and IIol land who are merely holding oft until the onest ion of the division of Colombia's debt is settled Senator Hoar's resolution, calling Deafness Oanuot be Cured lv loral applications as they can not reach the diseased portion of the ear. Officers of the State Department fear that Russia is using her in fluence at Peking to prevent the ratification of the Chinese Cotnmer cial treaty, which recently received the unanimous approval of the United States Senate. Russia ob jects to the opening ot the Man- churian points of Antungand Muk Ion, and may therefore try to in duce China not to affix the Imperial Seal to the treaty. The Czar's government is said to fear that America s interest in these ports might induce her to interfere in the dispute between Russia and Japan, and would make Americans hostile to the permanent Russian occupation ot Manchuria. At the State Department conflict between Russia and Japan is thought to be inevitable although both sides may wish to postpone It. The United States would ot course be neutral, but would send a large fleet to Asia tic waters to guard American in terests. If Russia once sees that this country will insist upon the concessions which China has grant ed us in Manchuria she will prob ably withdraw her opposition to avoid any possibility of a conflict. She would not care to see the United States become an ally of Japan or even give her moral sup port. Guarding Against Smallpox- The officials of the Reading Rail way have taken steps to prevent persons afflicted with smallpox from entering the stations and passenger cars of the company. Trainmen and station agents are instructed to be vigilant at all times, while 011 duty, that they may discover any and all persons on the trains or about the stations with eruptions on their faces that cause suspicions that the afflicted ones are suffering with smallpox. The experience of the coninanv on this devision of the road recently has caused the officials to issue the order caution ing the subordinates to be watchful so that a repetition may not occur, The enforcement of the order may cause persons some incon venience, but they must bear with it for it is a good and wise precau tion. One patient dropped into an unsuspecting community may cause the rapid spread ot the disease, and it is to prevent and avoid this that the company has issued us oraer This example of the Reading should be emulated by other transportation companies, and it no doubt will be soon.
