President Roosevelt's Panama policy has been severely arraigned by Senator Morgan who accuses him of failure to obey the orders of the Senate, of complicity in the panania revolution, of utter disre gard for the rights of Columbia and of jK-rsonal ambition to glorify his own Administration. The report of the Committee on Committers was presented to the Senate and among other changes it announced that Senator Hatina had been given the Chairmanship of the Committee on Inter-oceanic Canals, which had been held for many years by Senator Morgan. The Senator from Alabama then rose and read l is speech which took tip the greater part of two sessions of the Senate. Before he finished he asked the privilege of continuing from his seat, saying uuder his breath, "My old limbs are getting as shaky under me as the Republi can party must be in the presence of the truth". With frequent and sarcastic use of the President's fav orite wordu, "clean" and "decent" and referring to Minister Varilla as "some one from Panama", the aged Senator declared, "Hereafter Nov ember 3, rgo3 will be a saints day, to be celebrated by all filibusters who destroy government 'in the in terests of peace'." "Let us send out a round robin from Congress and inform the President that it is about time to provide for the health and safety of the country. Saying that President McKinlcy favored the Nicaragua!! route, he continued ''But he is dead and a new Rich mond comes upou the field, ax'd he seems not to. feel the obligation of good faith when a more enticing field for the unique admiiiistra'iou breaks this ambitious spirit", lie declared that the President wanted to have all the glory of constructing the canal, "lias the President any excuse for his failure to carry into effect the agreement with Nicaragua and Costa Rica, unless it is resent ment toward Columbia and gratifi cation of personal ambition which the law deprives him of the further power to indulge? Whatever the incentive, he will fail to carry the jieople with him in his wild and in excusable raid." Although most of the democratic Cenators agree with Senator Morgan in his criticism of the President, they will vote for the Panama treaty when it is sent to the Senate for ratification. It is now on Its way to Panama to be ratified by the people of the Isthmus. Plans for the greatest army mano euvers ever held in this coutry, ex cept during actual fighting in the Civil War, are being considered by the War Department. Fifty thous and troops will be galhered next vear under one command, about 150 miles from New York City, to take part in manoeuvers, which will re semble it hose held each year in France and Germany. Negotia tions are in progress with the rail roads for transporting this immense force of men and material, without delaying the usual traffic. All arms will be im ployed and the usual military prob lems worked out on a large scale. The House is determined that the Senate shall not take a vaca tion before the regular session, tin less it takes action on the Cuban bill, which has been favorably re potted from the Committee on For eign Relations. The regular ses sion begins December 7, and the Senato s agreed to postpone the vote on the reciprocity bill until December 16. When the Senators hinted to the House that they wished to adjourn the extra session, the House said no; and there is no doubt that this answer ss popular with the country. Congress was called for a special purpose and there is no sound rea son why it should adjourn without taking action on the measure sub mitted to it. As neither branch of Congress can adjourn for more than three days without the consent "of the other the House can foice the Senate to remain in session. Speak er Cannon will announce the com mittee appointments in a few days, instead of waiting until the begin ning of the regular session. Sev eral thousand bills have been in troduced and are waiting to be sent to the different committees. The Hons; can do at least one week's work before the regular session begins. To get evidence concerning the administration of the island by Gen eral Wood, the Senate Committee on Military Affairs will send a sub committee to Cuba. It is generally believed that the committee will re port favorably on the nomination of General Wood, and that the affair will then be discussed on the floor of the Senate. Senator Newlauds' resolution in viting Cuba to enter the American Union as a state aud annexing Porto Rico t 'flier as a county called forth an interesting debate in the Senate, in which the republican Senators, Lodge, Hale, and Piatt of Connecticut, opposed the measure, claiming that it would expose the country to the charge ot breaking faith with Cuba lecause an invita tion to her would be looked upon as a command. The resolution caused a gooJ deal of comment in Cuba and Porto Rico, and it appears that most of the Cubans, except the Spanish re sidents and large business interests of the island, were not in favor of it. President Palma said that the island was getting on very well as it was and did not desire annexa tion. The people of Porto Rico also were opposed to the plan of a union with Cuba. No doubt they aspire to statehood aud feel that their chalices would not be increas ed by this becoming a county of the State ot Cuba. Senator New lauds argued the immense benefit Cuba would receive from free trade with the United States and the sta bility which her finances would ac quire as a state of the Union. In speaking against the rsolutiou Sen ator Piatt, who is the author of the Piatt amendment, which was in corporated in the constitution of Cuba, said, "I think that our re lations with Cuba have been mis understood. I do not think that we are exercising any protectorate over Cuba. I do uot think that we have even constituted ourselves the guardian of Cuba or made Cuba our ward." Senator Lodge con tradicts this statement by saying, "We have all the control in a mili tary point of view and a political point of view that we can possibly desire." He added that he was opposed to island states forgetting that this was a slight to the aspira tions of Porto Ricans. He stated also that he hoped all Kuropeau flags would follow that of Spaiu back to Kurope, and Senator Hale voiced the same statement by say ing that'he believed the men who were now listening to him would live to see Canada and the United States united.
