Twelve hotels and more than a score of small buildings adjoining the board walk which Is built along the oeenn edge have been destroyed by n fire which swept the beach front for two long blocks from Illinois avenue to New York avenue. The loss. It is be lieved, will exceed $1,000,000. In this respect the conllagratlou Is the most disastrous that bus ever visited this city. The loss will be only partly cov ered bv Insurance, as the rate of 5 per cent charged by insurance companies on property here is regarded as ulmost prohibitive. Fortunately no lives were sucrillced, though probably a dozen persons were slightly injured and burned during the progress of the fire. It was reported early in the afternoon that six men had perished in the flames, but the rumor was without foundation. For eight days, not counting the four days recess beginning last Thurs day, the Senate has discussed the anti-oleomargarine bill which comes to a vote this afternoon. The amend- rvwmf rf Con itrvr T firrin rf It"" rt n e 1 11 which includes in the provisions of the bill "renovated butter" and all linilar butter substitutes, has been accepted by Senator Proctor and will probably be adopted by the Senate. It is regarded as very probable, how ever, that it will be stricken out by the conference committee. It was freely whispered when this bill was up for consideration in the House, that the power which secured its passage was an organization of reno vated butter manufacturers who de sired to drive the oleomargarine manufacturers out ot business. An amendment which included renovated butter, but which was patently un constitutional, was accepted by the House leaders but was stricken out by the Senate committee. Those senators who are posing as the triends of the farmer dare not vote against Senator Harris' amendment, as to do so would be a clear violation of the inteiests of the farmeis, but they have it in their power to instruct the Sen ate conlerees to yield to the wishes of the House committee and strike out the amendment in conference, and there are many who believe that they will do so. Through the efforts of Senator Penrose, the Chinese exclusion bill has been made the regular order fol lowing the oleomargarine bill and Senator Lodge is patiently waiting the consideration ot the Philippine government bill which will probably follow and which will be attended with prolonged debate. The demo crats have presented their views in regard to the future ot the islands in minority report which provides for the establishment of peace and the negotiation, by the United States, of treaties with foreign powers whtch shall insure to the islands freedom from fore'gn intervention After passing the Army Appropria tion bill the House of Represents tives took up the Sundry Civil bill which was passed yesterday, almost without amendment. The Senate bill for the improvement of the Revenue Cutter Service is now the unfinished business. On Monday, by a vote of n to 5, the Ways and Means Committee ad opted the bill authorizing the Presi dent to grant 20 per cent reciprocal reduction of tariff to Cuba. Repre sentative Tawney placed the repub lican leaders in a most disagreeable position by offering an amendment removing the differential tariff from refined sugar. As is well known, this differential furnishes the major por tion of the enormous profits of the Sugar Trust ami its removal would not only benefit the consumers by reducing the cost of sugar, but would, to some extent, dissipate the power of that octopus, a power freely used to the detriment ot the beet sugar producers. Facing the alternative of voting contrary to the interests of the consumers and the beet sugar pro- ducers on the one hand, and of votine against their friend, the Trust, on the other, the republicans were sorely perplexed but (.hairman Payne came K , ... . to their rescue and, without rhyme or j;j .u .t was not in order.
