It would have been much smaller if it bud not been for the fact that our extraordinary appropria tions ore largely increased. For in stil nee, there is $IW2,000 for the schools of the state, $100,000 for the McKinley monument, $100,000 for tho St. Louis exposition and $85,000 for the Seventy first regiment armory. "This is offset by the settlement of the state printing claim, which curried with it $2.r)ti,000 and which was niiully allowed at $100,000." Before adjournment the tax rate was fixed at thirteen one-hundredths of a mill, and the money raised by it will bo applied under the constitutional provi sion to paying the interest on the canal debt. JOHNSTOWN, Pa., April 2.-News has Just reached this city that a man named Philip Mitchell and his tive children were burned to death in their home In I'rosser Hollow, a secluded settlement about three miles from here. General Miles has committed the unpardonable ofTense of disagreeffig with Secretary of War Root about the organization of the army, and has been indiscreet enough to say so. General Miles was carrying a musket and fighting lor the Union when Secretary Root was in skirts, and had fought his way to a major general's shoulder straps before Root outgrew his first pair of pants. During the next thirty-five years he fought Indians while Root studied law in the city of New York. One would at first glance suppose that General Miles ought to know some thing about the army, but Root says he don't, and if he ventures to open his mouth again he is to be remov ed iroin the head of the army and placed on the retired list.
