WASHINGTON. From our Reuubr Correspondent. Washington, March 28, 1903. William Jennings Bryan, Lewis Nixon, leader of Tammany Hall, and Henry Watterson have all been in conference with the democrats in Congress during the past two weeks and as a result there is evident on all sides an almost buoyant confidence such as the democrats have not known for years. Just what Colonel Bryan said to his friends is not known, but a democratic senator who had a long conference with him, afterwards told me that he believed that the next de mocratic candidate lor the Presidency would come from the East. " The largely increased production of gold in the United States." said my infor mant, " has served to accomplish to a large extent, what the democrats would have accomplished by free silver. It has reduced the gold dol lar to something like its normal value. That beinjr, the case, there is no great demand for free silver and, as such legislation might have a disquieting effect on the financial interests of the country, it is not likely that the next democratic platform will contain any coinage nlank. I regard Mr. Gor man as a very likely candidate but there is time fot numerous " dark horses" to put in their appearance. It is too early to make predictions, One thing is certain, however, and that is that the democrats will have a majority in the next House." While Mr. Nixon was in Washing ton the Southern democrats told him that they favored the candidacy of Mr. Gorman but, realizing the impor tance of New York, they were pre pared to accept a candidate from that state provided all the New York de mocrats could unite on one man who would fill all the requirements, as a man ol ability and probity, for the democratic standard bearer. The treasurership cf the National Com mittee was offeied to Mr. Nixon and he will probably accept. Mr. Ben Cable will probably be selected as Chairman of the executive committee, which will make its headquarters at Chicago and will manage the West ern campaign and, as a member of Congress is desired as chairman of the National t.ommittee, Mr. lames Matthew Griggs, of Georgia, is being talked of for that position. Mr. Watterson has made some brilliant addresses to the democrats, begging them to let bygones be by eones and unite for the coming strug gle. Mr. Watterson believes that "anti-imperialism " should be the battle-cry but he uses the term in its broadest sense. The fact that this Congress has failed to do anything to curtail the power of tne trusts, even along the lines recommended in the . , .T., . - t man Ann-1 rust law. i ne passage ui Ihe bill is said to hive been conceded by Senators Frye and Hanna in re turn for support of the ship subsidy bill. The passage of both bills m the House, provided the former pass es the Senate, will be provided for by' a threat to hold up, or at least mater ially strip of its pork," the River and Harbor bill, commonly known as the "Pork Bill," and the omnibus bill, which will appropriate $20,000.- 000 for public buildings which will be passed by the House in the near future. The Senators appreciate that the Representatives will have little ground on which to appeal to their constituents for reelection if neither of these bills passes and they believe that self interest will make the mem bers support the subsidy and railroad bills. As soon as the bill for the protec tion of the President was passed by the Senate that bodv turned its atten tion to the anti-oleomargarine bill which is still the order of business and which will continue to be for the rest of the week, at least. Senator Money of Mississippi made a speech on the bill on Tuesday in which he characterized it as the most vicious type of class legislation and argued that if the oleomargarine industry is to be ruthlessly destroyed at the instt. gation of its enemies no other indus try is sale from similar attacks. After passing tne River and Har bor bill last Friday the House of Representatives devoted itself to' the calendar until Tuesday when it took up ht case or Knea ami moss 01 Kentucky and by a majority of 10 votes unseated the former in favor of the latter. Mr. Rhea made a brilli ant speech in favor of his contention and it was freely predicted that his swan song would secure his election " in the next campaign by a majority which would be unquestionable.
