The " handmaiden of protection," as Mr. Roosevelt has termed iec iprocity, has been treated very caval ierly by Mr. Payne and his Ways and Means Committee this week. "No compromise " has been the motto to which the republican members of that committee have strictly adhered in framing their bill governing the Philip pine tariff regulations. An earnest effort 'was made by Mr. Russell of Connecticut to secure some conces sions looking to the establishment of more extensive trade relations be tween the United States and the islands but the foes of Cuban recip rocity feared that any concession to the Philippines would be used as a precedent in the contention for reci procity with trie former and their in fluence witn the majority of the com mittee prevailed. Mr. Russell, who has a very level head on his shoulders, attached great importance to the representations of Secretary Root that the Philippine trade was being absorbed by count ries other than the United States, notably Germany and the British col onies. The Senator and the President have sat up nights acquiring full possession of tiie facts but there are times when other things than facts talk. Senator Lodge has introduced a bill in the Senate providing for the erection of an office for the President immediately South of the Treasury building with a view to restoring the historic White House to the purpose for which it was originally intended, a residence for the President and his family. The bill provides for a build ing two stories in height to cost $r, 000,000. As Senator Lodge is the author of the bill it is assumed New Telephone Connection, Ths Wattontown Exchange Connected With Williamtport. The United Telephone. & Tele graph Co. has made connections at the Watsofttown exchange witn the line which has just been completed between Watson.own and Williams port, via Muncy, and with the line running into Danville; the junction of the lines being at the ton ot Comley, in Mortour county, some thtes miles east ot Turbotville. At Willia nsport the service is known as the North and West Branch company, but it is all under the same management and the corporate name of the parent com pany is that known at Watsontown, the United Telephone and telegraph company, with headquarters at 112 Broad street, Philadelphia, who now own and operate some fifteen or more companies, formerly under separate management. The United Telephone and Telegraph company have already installed and have in use 111 their con solidated system many thousand phones, and are adding daily to the equipment and efficiency of their lines a number of which were found not to be in a very satisfactory condition, but all are now being rapidly improv ed under the new condition of things. The measure also provides that until January 1905 foreign vessels may en gage in commerce between the United States and the islands and that the same tonnage dues will be exacted on ships carrying passengers and freight that are now collected from foreign vessels entering the United States. An example ot the very exception al ability which Mr. Roosevelt is dis playing in the political field was afforded by the announcement that Mr. Weneker, a gentleman who voted for Palmer and Buckner in 1896, is to be appointed to the surveyorship of the port of St. Louis, a place which both Secretary Hitchcock and the Kerens factions have been so long quarrelling. the announcement is not official; but was made by Mr William M. Reedy, a gentleman for whom the President sent when the Hitchcock and Kerens factions be came a source cf annoyance. Senator " stand national considered excellent Foraker's part, as he is placing himself on the right side of the inevitable, and is regarded as any thing but an extension of the olive branch to his colleague, Senator Hanna. In the Senate, Senator Lodge has been working faithfully to explain away all the objections which have been raised against the Hay-Paunce-lote treaty. He has not succeeded very well, but the objections are not of a particularly serious nature and as practically all of the senators are made up of Attorney General Elkin, of the opinion that there is nothing Secretary of State Griest, General New Bridge at Lewisbarg- The proposition to erect an inter county bridge, between Northumber land and Union counties, at Lervi;. burg, under the provisions of the Focht law, has been approved by the State Board of Property, which is Constables iWt Like It. Sheriff-elect Sam Deilrick, of North umberland, says his home paper, the Mt. Carmel News, has made an an nouncement that is causing consier- nation amons the constables of that rountv. The law allows tne anenu . , to serve all court subpienas, etc. cut for vears it has been the custom of the various sheriffs to allow the con stables to serve these papers and get the fees. A constable is allowed mileage of six cents per mile, circu lar, and fifty cents for the first name and hfteen cents for each additional name, for serving these papers. This puts several thousand dollars yearly into the pockets of the constables, and the law allows the sheriff and his deputies to do the work and pocket the fees. It is this work that the newly ebctcd sheriff proposes to do, and, in so doing, increases his fees very materially. He is allowed ten cents per mile where the constable is allowed only six. This move on Mr. Dietrick's part will, it is observed, increase the cost of serving subpoenas forty per cent. . The Rockville Bridge. The Longest Stone Arch Bridge in the World. Every effort is to be made to place the new Rockville bridge in operation within the next month or two. Mon day the contractors began dumping cinder on the bridge,. preparatory to tracking the structure, and on Decem ber 8 all the men now at work on the Duncannon and river improvements were moved to Marysville. These men were put to work on the big im Drovements at that place and the ap proaches on both the eastern and western ends of the bridge.
