Imperialism, as every who has read of Julius Cxsar and Napole n Bonaparte knows, is always accom panied by spreadeagleism. It is one of the methods of imperialists to daz zle the eyes of the people with flitter ing words and promises so that they will be unable to see the many and glaring evils of imperialism. There fore, the Rpreadeagle speech in favor of the Adminisiration'8 Philippine policy, made by Senator Beveridge, of Ind., was not a new policy, but merely a revival of one as old as im perialism itself. Mr. Bevtridge, al though a young man, is an orator of the old school, a master of diction, and a painstaking elecutionist. So his speech sounded well. But his facts and his logic were somewhat shaky. Senator Hoar said that prac'.ically every statement of fact made by Mr. Bevcridee was refuted bv official reports from' Admiral Dewey, Gen, Otis, and other officials in the Philip nines. Senator Hoar also said the eloquence and beauty of the speech as a whole recalled to his mind the incident of Satan talking to Christ on a high mountain and promising him everything in sight if He would only kneel down and worship him. Christ replied: "Get thee behind Me, Satan," and Mr. Hoar believes the American people will eventually say : "Get thee behind me, imperialistic tempter, Mr. Hoar expressed regret that the speech of Mr. Beveridge was so full ot "wealth" and "glory" and kindred thincs that there was no room for such words as "right," "justice, "duty," add "freedom." The bosses of the gagged House not having any business prepared and being afraid that the members might make some sort of mischief if allowed to hold sessions every day, have held the House down to every other day sessions this week and cut them down to an hour or so, except upon the clay that eulogies were delivered of the late Representative Greene, of Nebraska. The one thing that mem bers of the House can talk as much as they please about, on the floor of the House, is the merits of deceased members. The Democratic members of the House held a harmonious caucus last week. The only action taken was the adoption of a resolution tor the appointment of two members to act as "whips" to arrange pairs etc., and of the usual resolution at the begin ning ot Congress for the selection of members of the Congressional Cam paign Committee by the several State delegations. Representative Newlands of Nevada, made a speech, by invita tion, to the caucus, suggesting the formation of an advisory committee composed of Democrats, Populists. Silver Republicans, Silver Independ ent all the elements opposed to the present policies of the Republican party, the purpose of which should be to formulate a policy on the more im portant public questions in order to secure the advantage ot united action on the part of all opponents of the Republican party, not only in Con gress but in the Presidential contest. He saidhe did not make the suggest ion for immediate action but wished it to be taken under consideration. A resolution was offered by Represent ative Robertson, of La., providing for a Democratic ''steering" committee of fifteen members, but its consideration was deferred to a future caucus. Representative Champ Clark, of Mo. thinks, it is about time to put wood pulp and printing paper on the tree list, in order, to head off the vaper trust, which is putting the crews on the users of printing paper, and he thinks that such a bill might be put through Congress, because the Republicans would fear the influence of the country papers, the publishers of which feel the increased price of paper most. Kx-Senator Faulkner, chief counsel for Senator Clark, has been making things very unpleasant for some of the Montana witnesses in the hearings before the Senate Committee on Elections. Republican Senators are preparing to grab the Senate patronage which is not already in their hands. They held a caucus last week and appointed a committee to arrange a programme for the grab. A large and enthusiastic mass meet ing of anti-imperialists was held in Washington on Thursday night. Speeches were made by ex-Governor Boutwell, of Mass.; Senator Mason of III.; and Representative Lentz, of Ohio. MEXICO AND CALIFORNIA. Forty-six Days' Tour via Pennyylvanla Railroad. The Pennsylvania Railroad person ally conducted tour to Mexico and California which leaves New York and riulailelphia on February 12 (I'ittsburg February 13) by special Pullman train, covers a large and intensely interesting portion of North America. The bill, which appropriates $5,000, requests the superintendent of the United States Coast and Geodetic Survey to provide for the accurate re establishment of the line and to re mark the same with monuments. When the line was originally run in 1 767 by two English astronomers, Charles Mason and Jeremiah Dixon, it cost more than $170,000. After years of bad feeling and bloodshed over the boundary and a fruitless effort to settle it in London, Penn and Lord Baltimore employed the men named to run the line. At every fifth m;le of the line of about two hundred miles a stone was planted, bearing upon one face the arms of Thomas and William Penn and on the side toward Maryland the arms of Lord Baltimore. The intermediate miles were marked with stones bearing M. and P. on the sides facing each State. Some few of these old milestones are standing, but many are gone. In Washington County, Md., a farmer has two of them in use as doorsteps. Near Highfields, on the Western Maryland Railroad, stands another. Volunteers in the Spanish War. There will be issued from the National Guard headquarters 'during the spring a complete history of the Pennsylvania Volunteers in the Spanish-American war. This history is being carefully compiled from the offi cial records, and while it will be an official document it will contain much of interest outside of purely statistical matter. Adjutant-General Stewart has per sonal direction of this work and it will be a very complete record of every officer and rrian who served from Penn sylvania. The business of the new year begins well, though there is still much of the usual hesitation. In branches where last year's business was extraordinary and prices have risen greatly some pause is natural, though nothing indi cates decrease of consuming disposi tion or purchasing power, but there is continuing rise in wages to promote increase. Monetary conditions have grown easier with the return of $4,000, 000 from the interior during the week, and further deposits by the Treasury, and more liquidation in some specula live stocks has also helped. Banks report an increase in their percentage of commercial loans, and rates were generally more easy after the decline announced by European banks. Stocks have grown weaker in spite cf the progress of combinations which promise great things for trunk lines The speculative tone has been largely influenced by London selling, having for a belief tha. foreign unloadin must lower prices here as loni; as British reverses in South Africa con tinue. The thought that foreign sup plies of American stocks are no linger inexhaustible is not considered, though at the settlement this month London was found short 250,000 shares in the American department. Industri stocks nave been weakened by con tinned liquidation, and by a declara tion that the sugar fight has not ende and will affect dividends. Theyclosec $1.93 per share lower for the week and railroad stocks $1.17 tier share lower. There is an almost complete failure of the olive crop in Southern Italy ant in Sicily this season, owing to th ravages of the oil fly. which appeare in unusual numbers on account of th prolonged drouth of last summer an fall.
