As soon as Congress reassemi!i;d the hammering of Secretary Gage for his favoritism in depositing govern ment money in national banks was begun. Senator Allen and Repre sentative Sulzer offered resolutions calling for all letters, telegrams, agree ments, etc., between the U. S. Treas ury and the City National Bank and Hanover Bank, of New York City. Mr. Sulzer's resolution was referred to the committee on Vtys and Means, and Mr. Allen's is 011 the table of the Senate. The hammering will be con tinued. Senator Chandler, who is one of the Republicans who acknowledges fear of the commital ot his party to the single gold standard, has offered an amendment to the gold standard bill, now before the Senate, providing for more attempted bamboozimg in the shape of a continuance of the al leged efforts to secure international bimetallism. Senator Hoar gave the imperialists in the Senate quite a scare when .objections was raised to Senator Pelti grew's resolution asking the Se'cretary of War whether it was true that Aguin aldo had sent a flag of truce to Gen. Otis the day after the fighting ot our men began, with a message saying that the fighting started through an accident and asking his co operation to stop it, and Otis had replied by saying that the fighting must continue, by saying : "If there is o be an abso lute suppression of all requests for information concerning the war with the Filipinos, I shall object to the taking up of other matters during the morning when such resolutions are pending." Senator Allen put a quick stop to the rumor that he was to be brought out by the Nebraska fusionists as their candidate for 1'resident, by declaring that he was not a candidate, would not be, and would not accept the nomination it it were unanimously tendered him. He clinched it by adding: "Mr. Bryan undoubtedly will be the candidate of the Democratic, Populist and Free Silver parties for the Presidency, and Nebraska will give him a united, active delegation to all three conventions." Senator Allen also took occasion to say that there was absolutely no foundation for the stories of trouble in the fusion lanks because of his appointment to the Senate; that his appointment had been determined upon by the Gov ernor before Mr. Bryan knew anything about it, and that the relations between Mr. Bryan and Mr. Hitchcock and himself were of the most harmonious character, and would continue so. There may be a minority report lrom the Roberts committee, not con cerning the polygamy of Roberts, which is regarded as having been proven, but on the right of a member of Congress with proper credentials to be sworn in. Most Democrats have been of the opinion from the first that the proper way to proceed was to swear in Roberts and I hen take a vote as to whether he should be ex pelled from the House. The same opinion is held by many Republicans, but their party organization is so rigid thac they are not likely to vote their convictions. When orders issued last week by the War Department are carried out the U. S. will own and maintain two lines ot ocean steamships, one from Sin Francisco to Honolulu and Manila, and one from New York to Cuban and Porto Rican ports. In view of this, it would seem to be about time for the Republicans to stop call ing men who believe that the govern ment should own all transportation lines cranks. American farmers use $10,000,000 worth of binder twine each harvest, and if the bill should be to two or three times that figure no doubt there will be some lively kick ing from them, It is openly charged in the Kast that some of the military authorities in the Philippines are on the friendliest terms with the specu lators who have cornered the market, and are representing that to open the ports and slip out hemp would put money in the insurgents pockets. This is absolutely a false statement, for all the hemp now stored at block aded ports is owned by American and English merchants. There are no insugents in the vicinity of many of the closed harbors, yet the military authorities refuse to let reputable merchants remove their property." rUTUKE OF PUERTO EI0O. Goneral Davis Says the Island Looks as Kan sas Did After the Grasshopper Plaguo, General G. W. Davis, Governor ot Puerlo Rico, recently spoke briefly of the present condition of atlairs in that island. "It would be impossible for me to discuss any of the proposed schemes of government tor Puerto Rico,'' he said, "even if I desired to do so. I will say, however, that the necessity of a military government for Puerto Rico is rapidly passing away. "It is true that the people have had little or no experience in the exercise of civil rights, but they are rapidly improving, and the municipal elections which I have been conducting snow most gtatifying results. There is no doubt that the limited suffrage alrcadv given is giving them an incentive to ward helping on the education of the people and preparing themselves for more extended rights. Whether they obtain these or not, it will not be necessary to retain the present mili tary government long. "In regard to the material prosper ity of the country I can speak more definitely. No country can be called prosperous when it is just recovering from a catastrophe which destroyed two thirds of its current wealth. That is what the great hurricane did to Pueito Rico, and it will be years be fore it's effects cease to be felt. At present there is much poverty, and farms and o'ther property are heavily mortgaged, but with the improved trade conditions which are bound to come, I am confident that these mort gages will be paid off. Puerto Rico to-day is in the same condition as Kansas was after the grasshopper plague. Kansas came safely out of her troubles, and so will Puerto Rico. "I don't think there is the least danger that free trade with Puerto Rico will do any harm to the tobacco and suguar producers of this country. The amount of tobacco raised in Puerto Rico is a mere bagatelle, and the sugar product amounts, I be lieve, to only one eighth of that of Hawaii. They are only a drop in the bucket, and it is preposterous to sup pose that they will play havoc with domestic products." THE WHEAT CHOP. Yield Last Season Placed at 547,300,000 Bushels. The statistician of the department of agriculture reports the wheat crop ot the United States for 1899 at 547, too.ooo bushels, or 12 bushels an acre. The production of winter wheat is placed at 291,700,000 bushels, and that of sprmg wheat at 255,600,000 bushels. fcvery important wheat growing state has been visited by special agents of the department, and the changes in acreage are the result of their investi gations. The newly scheduled area of winter wheat is estimated at 30,150,000 acres, which is about 200,000 acres greater than that sown in the fall of 1898. The sowing of wheat is still going on in California and some of the south ern states, and the foregoing estimate is subject to correction. The aver age of condition is 97.1. The acreage sown with winter rye is estimated at seven per cent, less than that of last year. The average of condition is 98.2 per cent. The compilation of the annual re turns from individual farmers is ap proaching completion. Any slight changes that may be called for in the average yield of an acre of corn, oats, barley and other crops, as published on October 10th, will be made at an early date, and the final figures will be available. . , Things Worth Knowing. Store pulverized sugar in wooden kegs. For a burn t ike sweet oil and lime water (equal puts), mix and keep the burn well covered with it. If sweet oil is applied to the skin immediately after a blow or bruise, it will not turn black and blue. While traveling, a good way to carry bottles to prevent their being broken is to carry them in the shoes in the trunk. A mucilage that proves satisfactory is made of equal parts of gum arabio and gum tragacanth dissolved in suf ficient water to make a thick paste. Fat will not burn if it has some thing to do, so if it has to be left idle for a few minutes put a crust of bread or a slice of raw potato into the kettle. The cleanest way to drive water bugs or roaches from bureau drawers or closet shelves is to sprinkle powder ed borax over and around the shelves and cover with clean paper. For a stiff neck, pains in the chest : Warm some sweet oil and rub on thoroughly with the hands, then cover with sheet wadding, the shiny side out. Wear it until you feel comfort able. Soap used on the hair is apt to make it brittle. If any is to be used, tar soap is best, and after using rinse the hair in several waters, in which a little powdered borax has been dis solved. To remove a refactory screw from wood, heat a piece of iron red hot and hold it on top of the screw for a min ute or two ( then the screw driver will easily take out the screw it used while the screw is warm. Deception. In speaking of the despicable trait of character, deception, the Punxsu tawney Sfi'ri is led to say : "Of all the mean charae'eristics of humanity the one that everybody hates most is deception. It is only the weak and cr. wardly that practice deception. The manly spirit disdains disguise. Deception alwavs implies knavery. We never deceive for a good ourpose. But double dealing brings its own punish ment as inevitably as a violation of the laws of health brings disease and weakness. It is better to appear unfeeling and brutal in an honest dis play of your real feelings than to be suave and smilinu for the purpose of ensnaring your victim in the meshes of misplaced confidence. It pavs to be honest and straight forward in all things, for by rugged honesty a man continues to grow in the respect and esteem of his fellow- man as long as he lives, while by the practice of duplicity he gradually but slowly becomes an object of universal distrust and contempt " asb vwtt doctor!
