The Business Men's Republican League, of Philadelphia, placed itself on record last Thursday as opposed to most of the Republican State ticket and in favor of the election of William T. Creasy, the Democratic candidate for State Treasurer. In an address issued so the people of the Commonwealth the Republican ma chine is arraigned for the placing o! candidates in the field who are un worthy ot popular support, attempt ing to bolster up the cause of Colonel Quay and his candidacy for the Uni ted States Senate and the shortcom ings of the last Legislature. The full text of the address is as follows : The unswerving effort of the Busi ness Men's Republican League, since its organization in 1896, has been to improve the character of our State government by opposing within party lines the selection of improper can didates by the Republican party for State offices. It has never embar rassed its party by attempting to dic tate nominees, and has not urged the selection ol particular individuals for office, but has restricted itself to sug gesting types of men always Repub licans fit to be standard-bearers ot their great party. The League has invariably, actively, or by its silence, aided the election of Republican nom ineess, firmly believing that the rising sentiment against the abuses in the management of State affairs by the corrupt Quay machine would become strong enough within the party to overpower the machine in spite of its high-handed methods and the frauds through which it has maintained con trol. A LAST DKSPERATE EFFORT. Notwithstanding this machine's great power, the trend toward better government has given such promise of speedy triumph that in a last desper ate effort to avert its overthrow it has taken away from the Republican vot ers the only remaining means by which it was possible to remedy ex . isting evils by action within the party. It has destroyed the power of the cit izen's ballot at the primary elections by the adoption of rule No. 7, which practically disfranchises anti-machine Republicans in Congressional, Sena torial and Judicial districts. In the past this League has suf fered unfit candidates to go unop posed for the sake of party regularity. But the time for such compliance is gone. A corrupt candidate for Uru. ted States Senator, after being repudi ated by the chosen representatives of the people, is appointed by a servile Governor in violation of the Consti tution and the party convention is packed to indorse this unconstitution al act. Candidates of conspicuous unfitness are thrust upon the ticket. Members of the Legislature are of fered bubes to vote for the notorious McCarrell jury bill in the interest of a criminally indicted Senator. Mem bers of the Legislature are offered bribes to vote for the machine candi date for Senator. The he id of the machine is forced to the degrading necessity of pleading the statute of limitations to save himself from the penitentiary. TAX BURDENS MADE HEAVIER. In the interest of the tax escaping corporations and the brewers the ap propriations for the public schools are cut down by unconstitutional acts. In the interest of the tax-escaping corporations and the brewers the State's insane wards and hospital pa tients are cruelly deprived of the money needed for their care. In the interest of the tax-escaping corpora tions and the brewers the tax burdens of all unfavoreJ citizens have been made heavier. In the interest of the spoils-hunting machine the cause of civil service re form, to which the Republican party is committed, is abandoned in the machine-made State platform of Penn Deafuess Cannot be Cured by local applications as they c?nnot reach the diseased portion of the ear. For these and oilier crimes against the Republican party and the State this League refuses to accept the ticket of the Quay machine as a ticket repre senting the Republican party. OPPOSED TO MACHINE CANDIDATES. Therefore the business Men's Re publican League of Pennsylvania, while declaring anew its faith in the principles and polcies of the Repub lican party, emphatically indorsing the wise and patriotic administration of President McKJnley and unequivocally supporting his candidacy for re-tletion to the Presidency of the United States and supporting the candidacy of Hon. J. Hay Brown, Repuohcan nominee for the Supreme Court of the state, who is believed to be an upright and able man, personally and profession ally, does, in defense ot Republican honor, appeal to the Repulican voters of Pennsylvunia to oppose the election of unfit candidates put forward by this Quay machine. Their election will, if accomplished, be construed as an indorsement of the machine s pledge to aid to its utmost in an effort to elect M. S. .Quay to the United Stater Senate. And we further declare that the professional standing of Josiah R. Adams renders him unfit for any pub lic office, especia'ly for a judicial office where learning and integrity are essential qualifications. The Hon. William T. Creasy, Democratic nom inee for the Treasurership, is known as an honest man, beyond the reach ot the influences which must necess arily surround any machine-choosen candidate. We commend his public record to the conideration of all Re publicans. The time has passed when the de feat of unfit candidates for office can be construed as a defeat of the Re publican party. Daily, superin tendent of transportation, to which department the new offices is to be attached, says of the plan and scope of the company's latest enterprise : An industrial commissioner on a railroad is what a secretary of a board of trade is to a city. His business is to buld up the business ot the road by building up the business of the towns contributing to the road s sup port. If towns along the line ot a railroad are prosperous a road can be prosperous. A railroad cannot expect to do business in a territory that is dead industriously. To figure it down to first principals it should be the duty of a railroad to do all it can to make every industrial body along its line wealthy and I might say healthy, hap py and wise, if it can, for then there will be more food eaten, more and better clothes worn, more building and furnishing of houses and more travel ing;, and when all this would eventuate the railroad capable of holding its own in competition ought to profit. Al ready the transportation department is at work on a book, in which is to be listed in ready-reference form, all the reoresen'.ative industries on all the Lackawanna lines. This will be dis tributed broadcast, and it will be the duty of the industrial commissioner to bring these industries to the attention of the buyers and encourage purchas es from them by offering the best freight rates the company can afford to eive over its own lines. He will particularly endeavor to advertise these industries one to tiie otner ana strive to encourage an interchange of busi- ness. The company will rigidly pur sue the policy already inaugurated of buying all its supplies and having all its work done in its own immediate territory. The industrial commission will go out into the highways and by ways of the industrial world seeking to induce new manufacturers to locate in towns along the road. The colliery is one of the lorgest of those op erated by the Philadelphia and Reading Coul and Iron company. Earthquake Kills Thousands. AMSTERDAM, Oct. 13. A dispatch to the Handclsblad from Hatavia, capi tal of the Netherlands Indies, Java, says that a violent earthquake has visited the south side of the island of Ceram, next to the largest of the Moluccas, between Booroo aud Papua, completely destroy ing the town of Ahlici and killing, It is estimated, some 4,0UO people, as well as injuring some fall) others. Prairie fires have swept over the Dauphin dis trict in northwestern Manitoba.
