The AotltiR Director of the Census, Mr. Wine, gave out this morning the following state mt'tit for the Informutlon and benrflt of peruana who Intend to make appli cation for employment In the Census titllce: "There are, under the Census art, not more than sixty places provided for above the grade of a clerkship of Class 1, In which the maximum rate of compensation Is $1,200 per year. Of these sixty places one-fourth are what may be termed staff positions, which can only be lllled by experts, and none other need apply. Applicants for clerk ships of higher grade than Class 1 will be expected to enter the lower class and wait the chance of promotion; other wise promotion In the ofllce as a re ward for elliclent service would be Im possible, and the Director would be de prived of the opportunity to select from his force of clerks those found upon trial to be beBt fitted for the over sight and command of the large num ber of men and women to be disciplin ed. The highest wnge will not be paid in the first Instance to clerks of Class J. but they will be required to earn their promotion. All employes of the ofllce receiving more than $C00 per year will be required to submit to an edu cational test. Comparatively few ap pointments to clerical positions will bo made before June, 1900. '"It Is useless to forward to the Direc tor applications for appointment as enumerators. The enumerators will be elected by the supervisors. The super visors, who must under the law be nominated by the President and con firmed by the Senate, will not be ap pointed before December of the pres st year, on the convening of Congress. The place of supervisor Is worth $1,000; that of eunmerator about $150. The term employment of an enumerator will not exceed thirty days. "Special ajjents will probably not be needed before the enumeration In June, 1900. The number which will be needed thereafter Is not now known. The principal. If not the exclusive, demand for Bpeclal agents will be In the Divi sion of Manufacture. They will be paid sot to exceed $8 per day, together with their necessary travelling expenses, and when absent, from home an allow ance will be made them In lieu of sub sistence, not greater than $3 per day. They should possess some business ex . Terience and knowledge of the world, and their general grade of qualifica tions should be as high as that of a rood, ordinary commercial traveller for a wholesale house. Applications should Btate the age of the applicant, the degree of his educa tion, the character and duration of his present employment, or the length of time unemployed, the amount of salary r wages paid him In his present or last place of employment, the minimum salary which he Is willing to accept in the Census ofllce, the character of po sition sought and, if qualified to ren der special service In some particular direction, the nature and evidence of such qualification. All applications sbould be accompanied by references or recommendations. They should be in the applicant's own hand writing. "It Is believed that the number of applications will prove to be ten or twelve times as great, at least, as the number of clerks needed, and that therefore, a large majority of the appli cants are doomed to disappointment. Assuming that the number to be em ployed in the office at Washington will he approximately 8,000, Including la Borers, mechanics; messengers and scrub women, this will be at the rate f one employe to every 20,000 of the population In 1890, or, since the num ber of counties In the United States Is slightly In excess of 2,500, a little more than one to a county if distributed on that geographical basis. Regard will be paid to geographical distribution, feat only within such limits as are con sistent with the Interests of the work to be done. Political considerations . will be wholly subordinate to those of capacity and efficiency on the part of the applicant. Young and vigorous men and women In the prime of life will have the preference over the aged and decrepit, whose poverty may move compassion, but whose practical utility for the purpose of the Census office is n the wane of at an end." l'h Veitct Conference. In con sulting Sir Julian Pauncefote, the Bri tish ambassador, as to whether an ap pointment as one of the British dele gates to the czar's disarmament con cress would be agreeable to him, the purpose was made known to have the delegates accompanied by army and aaval attaches, and by a staff com mensurate with the importance of the mission. These officials doubtless will stand tn the position of experts able to show the extent and cost of the great standing armies and navies of the world. The president yesterday announced the ap pointment of Herbert Putnam of Bos tn to b librarian of Congress. ORDERED BEEF OVERBOARD. Teatlmnny Concerning Gen. Ollmore's Ac tion at Toner. Chicago, March IS. In the army beef Investigation to-day Capt. Homer F. Aspenwall, Assistant Quartermuster and acting Commissary of Volunteers, during the Spanish war In command of the transport Manitoba, testified that he took on board at Newport News 1,755 quarters of refrigerated beef. The Manltobla left Newport News on Au nust 5, and arrived off Ponce, Porto Klco, Oil August 10. She ran aground three miles out, and remained there three days and a half. A representa tive of Swift & Co. was on the ship In charge of the beef as refrigerator en gineer. Upon arriving at Ponce witness reported to Hen. Ullmore the stores he had on ship, telling him he had a large consignment of refrigerated beef. The Jhlef engineer had expressed some fears about the safety of the meat, of the pipes becoming clogged with sand, on account of the grounding of the ship, which might Interfere with the opera tion of the refrigerator plant. When the witness reported about the meat to Gen. (ittmore, "den. Gilmore looked up smiling, and said: "You had better throw It overboard; we have no use for It; we can get all the beef we want here.' " The witness continued: "I said that It was the best of beef, and I did not care to take nny such course as thut unless ordered to. He replied: "If ne cessary, I will give you an order to that effect.' " "Wan any beef landed there?" "Not nt that time." Witness said that the ship went from Ponce to Mlowa. He reported to Capl. Davidson, the depot quartermast er and the depot commissary, who said he would like to have some of the beef for the troops. The following day a lighter enrne alongside, and as issue of fresh beef was taken ashore. Witness asked the Commissary about it the next day. The lighter came alongside each day for beef. The Commissary said that he was de lighted with the meat, but ho snld that some had been taken fifteen miles Into the Interior, nnd It did not reach Its destination until two o'clock In the afternoon, when it was spoiled. "But," the Commissary snld, "that was no fault of the beef." The beef was used there from day to day until the ship left, on Aufeust 31, when witness was ordered bnck to Ponce. "I made Inquiries of different com manders," said the witness, "about the meat while I remained at Ponce, and all that I talked with, with one excep tion, were- well pleased with the beef. Major Birmingham, in command of the general hospital, said it was the best beef he had had. But Col. Foster of the Sixth Illinois, whose regiment was stationed six or seven miles in the in terior, said the beef when it reached his command about two o'clock in the af ternoon, the first day's issue was spoiled. End f Camp Wilton. New York, March 15. At the quar termaster's department tn the Army building yesterday it was said that Camp WlkofT, at Montauk Point, had been forever abandoned as an army post by the present administration. "The work of demolition bejran this morning," said Colonel Kimball. "All government property will be turned In, government sheds and storehouses will be torn down or sold, and the ground cleared and left as bare as It was be fore army occupation last summer. Headquarters, I believe, did have Mon tauk Point under consideration for a mustering out camp for troops yet to arrrive from the West Indies, but that is all off." At the bureau of the general muster ing out officer It was said that all vol unteer regiments coming north for muBter out would proceed direct to their home stations. Many of the regiments, as now pro posed, will be mustered out In Cuba. These will be those volunteer outfits which have no armories or home sta tions to go to during the work attend ing their discharge from service. A number of olllcers detailed for mus tering out volunteer troops will sail for Cuba soon. Mr, liar. Hunt Die. Albany, N. Y., March 15. Dr. Charles L. Dana and Dr. William M. Polk, the experts appointed by Governor Roose velt to Inquire into the sanity of Mrs. Martha Place, who Is under sentence of death for the murder of her step daughter, Ida Place, in Brooklyn, have reported to the governor that in their expert opinion the woman was sane when she committed the crime. This can mean only one thing in respect to Mrs. Place's fate. It means that the woman will, in accordance with her sentence, be put to death in the elec tric chair in Sing Sing prison some duy next wee, probably Monday. Governor Koosevelt has already de fined his position in tho matter of granting executive clemency to the wo man. He has said that only new facts tending to show innocence or irrespon sibility, would influence him to inter fere with the natural course of jus tice. Mrs. Place now fully realizes her aw ful position and at times her attend ants have a difficult task to console her. To Succeed Lord Harauhell. London, March 15. Lord Chief Jus tice Hussell will succeed Lord Her echell both in the Venezuelan arbitra tion tribunal and the Quebec commis sion. The possibility of Lord Russell's (uccession was first mentioned on the first of March, but the difficulty in the way of his appointment has been that the work of the queen's bench division of the high court of Justice is already congealed and the court would greatly miss Lord Russell's expeditious meth ods.
