In ac cordance with agreement the Senate met at 11 o'clock a. m. yesterdny. There were only nine senators present, and the absence of the chaplain made It necessary to proceed without formal prayer, lly the time the reading of the Journal had been concluded the origi nal number present had been doubled. and Mr. Stewart took the floor to make e speech In opposition to the McEnery resolution declaratory of the policy of this country toward the inhabitants of the Philippines. The resolution introduced by Senator McEnery on Monday, February 6, the day on w h Ich the peace treaty was ratified, declares that "by the ratifica tion of the peace treaty it Is not Inten ded to Incorporate the Inhabitants of the Philippine Islands into United States citizenship, nor to annex perma nently the islands as part of the terri tory of the United States, but to es tablish a government suitable to the wants and conditions of the Inhabi tants to prepare them for local self government, and in due time to make such disposition of the islands as will best promote the Interests of the Uni ted States and of the Inhabitants." He expressed the opinion that what ever the United States might do It would not follow the policy Indicated by the resolution. This country was under no obligation to go to the ex pense of establishing a government for the Islands: the United States was not in the business of capturing countries. educating their people and then selling them. On the contrary, he thought we should hold the Philippines, and thus render the United States independent of other countries In the production of tropical products, which must other wise be a source of great expense. Now It costs 130,000,000 to secure these pro ducts, and why should we not hold those Islands and produce our own fruits end sugars? Mr. Lfndsun said the time was Inaus picious to adopt resolutions bearing upon the subject of the government of the Philippines, but said if any expres sion was to be given it should be un mlstakable In terms. Mr. Lindsay offered a substitute re citing that the acquisition of territory carried with It no constitutional obli ration to admit It to the Union as states. Mr. Lindsay gave notice that be would ask the Senate to vote upon his resolution as soon as the Senate had acted on the McEnery resolution Mr. Bacon spoke in opposition to the McEnery resolution. Mr. Hoar of Massachusetts was op posed to the McEnery resolution. It was, he held, an Infamous declaration a declaration simply that the Loulsla oa sugar planters should never be afraid of the competition of the Phil ippine Islands. Mr. Hoar made a de fense of Agulnaldo. "I 'do not see," said Mr. Hoar, with feeling, "how any A merlcan heart, not of tone, could fail to recognize the force of his appeal." Mr. Mason said that he voted for the treaty with the understanding that there should be no further war in the Philippines. The Senate passed the McEnery res- lutlon 26 to 22. Frenldeiit's Trip. Washington, D. C, Feb. 15. It was said at the vhite House that the storm probably would not Interfere with the president's trip to Boston as guest of the Home Market Club, at its banquet next Thursday. The president and party will leave here this evening if the trains are run nlng. The price of the necessities of life has risen treat ly and much suffering is reported among the poor In this city. Th3 cha ritable organizations are doing all they can. The president sent a check for $100 to one of the relief organizations; the Urltlsh members of the high Joint com mission contributed liberally, and the husband of Julia Arthur, the actress, who Is playing here, sent a check for Jl.OOi) for relief of the poor. I'oUonml ( umly In Plot to Kill. Uniontown, I'a., Feb. 15. Karl Nor cross, a prominent young man of thi place, was arrested last night on charge of hiring' men to poison his lit tie brother, . Allen, 10 years old, who Uvea with his undo, Mr, Jarrett, at West Now ton. Norcrosa lust night took poison in his cell and was discovered unconscious by the guard. Physicians despair of sav ing him. The motive for the alleged attempt at murder is said to be Norcross'8 de sire to get possession of his brother'! estate, which amounts to about $12,000. The arrest of Norcross was made on the confessions of John Pevlln and Syl vester Hetternian, who say they were hired to poison the boy. Devlin and Norcross went to West Newton last November with poisoned candy, which Devlin had been hired to deliver to the boy, but backed out after Norcross left him. Natlniitil Monument to Lincoln, Chicago, Feb. 16. The Lincoln Club of Chicago has adopted resolutions favoring the organization of a National Lincoln Memorial Association, and a committee, which includes Senator Mason and Congressman Lorlmef has been appointed to secure funds. The resolutions call attention to the condition of the Lincoln monument at Springfield, 111., and say "It Is a dis grace to thlB nation that the great war preslden has no recognition In a aatlonal monument ta bis memory." A New Library For tha Suta College. Mr. Carnegie's offer to give $100, 000.00 for the erection of a Library Building for the use of The Pennsyl vania State College has attracted very wide and favorable comment. The only condition attached to his ofier is that the State shall provide a suffi cient sum for its annual maintainance. Mr. Carnegie says: The College is doing such great work for the State that I do not think any individual should contribute mon ey to it tor additional bui'.dings, un less the State agrees to maintain them. It is a duty which the State owes to its bright voung men who attend the College of their own State instead of going to other States for their educa tion. Born Peunsylvanians, they grow up I'ennsylvanians." In this connection Fennsylvanians will be especially interested tonote:-r- First. That the State of Pennsyl vania, in 1863, accepted a grant of lands from the the United States in consideration of which it bound itself by public covenant to maintain its State College. Second. That every other State in the Union accepted a similar grant On the same conditions. Third. That thirty-five of these States make larger appropriations tor the maintainance of their State Col lege, in nroiiortion to the wealth of I the State, than Pennsylvania does. Fourth. That The Pennsylvania State College is the only institution in the State entitled to such supp irt, and is, in no sense, a local institution, 57 counties out of the 67 being this year represented among its students, and it has a reputation for thoroughness ot work second to none in the country. It is doubtless known to our readers that trie law of Congress relating to the Slate College forbids the use of any portion of the United States funds for the erection or maintainance of buildings which, accordingly, must be provided by the State.
