Republican Senators and Repre sentatives would like Mr. McKinley's plan of making them choose the men who shall be appointed to office from their states much better if he had not allowed it to become generally known. They are willing enough that the men .who get the offices should give them credit for securing them, but they do not like the idea of having to be held responsible by the unsuc cessful applicants. It was a shrewd dodge on the part of McKinley and its announcement has already brought about a marked falling off in the num ber of office-seekers who seek to push their claims by personally calling at the White House. While the caucus of democratic Senators did not decide the matter definitely, it was plain from the tone of the remarks made that a number of them were opposed to the proposec combination with the silver republi cans and populists to reorganize the Senate Committees. Some of the shrewdest democrats in the Senate are of the opinion that nothing woul be cained by such a combination, al though they are determined that the successor of ex-Senator Voorhees on the Finance Committee shall be silver democrat, in order that the sil ver men shall retain their majority on that committee Senators Faulkner and Smith have been put on the demo cratic steering committee in place of Blackburn and Bnce, and Gorman chairman, and Cockrill, Harris, Wal thai'., Tones, of Ark., White and Mu phy have been reappointed as mem bers of that committee. The widow of Dr. Ruiz, whose mys terious death or murder jn a Cuban prison caused Consul General Lee to threaten to resign if the late Cleve land administration did not better support his demands upon the Spanish authorities in behalf of American citi zens, anived in Washington this week accompanied by her five children, to try to interest the new administration in her claim for indemnity. She says she has documentary evidence, which she is anxious to lay before Secretary Sherman, proving that Dr. Ruiz was killed in his cell by the prison guards upon the instigation of Weyler s men Speaking of Cuban matters, the new administration has disappointed many by issuing even more rigid orden that those of the Cleveland administration for the prevention of filibustering and the absolute maintenance of neutrality. It had nof, of course, been supposed that the McKinley administration would openly countenance filibuster ing. That would make this . country liable for damages. But it was thought that the idea would be conveyed to the officers of the Naval and of the Revenue Marine Service that their superiors did not expect them to break, themselves down hunting for filibusters. Republicans say the Supreme Court decision in the Three Friends case left the administration no choice. Mr. McKinley has to have the ser vices of a special military aid-de-camp; at least he has them, and that duty has been assigned to Capt. Heistand, U. S. A., who by same hocus pocus has been with the McKinley's at Can ton ever since the election. Capt Heistand's wife will live at the White House and be Mrs. McKinley's con stant companion. This sort of flap doodle may be all right in Europe, but it seems out of place, in this country. Bv a coincidence the last President who had a military aid-de camp was also an Ohio man Garfield Senator Harris, of Tenn.. who has been danizerously ill with the grip, does not expect to be able to attend the extra' session. He will go to Mississippi next week, if he continues to get better, to remain until he gets entirely welt! fie will be badly miss ed by the democrats. About twenty democrats who ought to be snugly ensconced in President ial postoffices find themselves in a very unpleasant predicament just now. Thev were nominated 'and confirmed by the Senate, but, owing to delay in getting their bonds approved by the Post Office department, Mr. Cleve land did not sign their commissions, If Mr. McKinley chooses he can sign these commissions, but it is entirely discretionary with him whether he will do so or nominate republicans for the places. Pension Commissioner Murphy is authority for the statement that the McKinley Inaugural ball cost the government $70,000 in salaries paid to idle employes of the Pension Bureau. On Senator Gorman's motion the credentials of Mr. Wood, appointed by the Governor of Kentucky to suc ceed Senator Blackburn, were referred to the committee on elections, and nobody need be surprised if they are never heard of again. This is a very frequent occurrence in foot ball, but very seldom seen on the diamond. And a person thus knocked down, is never given any warning of what is coming, while a prize fighter has his opponent continually before his eyes and can see, and make a move to get out of the wav of any blow directed toward him. So if one sums up tnese points, there is only one conclusion to reach and that is that base ball is by far the best, purest and most fin ished game, ot the lot.
