' II. II. Rutter, editor of the Hughes ville Mail, is one of the Democratic nominees in Lycoming county for the legislature. He is a son of Dr. J. C. Rutter of this town, and learned his ttade in the Columbian office. He has our congratulations on his success. There is no doubt of his election. There is likely to be a dispute be tween the Pennsylvania Railroad Company and the County Commis sioners about the method of crossing the former s tracks at the end of the bridce on the other side of the river, The viewers have laid out a road at grade aixr the company insist that the road shall go under the track. A clnh has been organized bv. a number of the leading men of the town, of a social character, it starts with about sixty members and the number is limited to one hundred It is called the Bloomsburj; Ciub, and it is likely that the property of F. B. Billmeyer, on Market street, will be rented by the club. Rev. and Mrs. P. A Heilman have been enjoying a delightful rest of their works at the Clifton Spring, N. Y. Sanitarium, and will return this (Friday) evening. Services will be as usual at the Lutheran Church Sun day morning. Rev. Heilman will preach in the Presbyterian Church Sunday evening, at the last of the Union Services. T. F. I have on my books about one hun dred persons who owe from four dollars to ten dollars each on sub scription, and who pay no attention to the repeated notices sent them by mail. Unless these accounts are settled by October 1st. I shall at that time publish a list of all such who fail to respond in some way. As the usual courteous business methods do not seem to reach some people, I find it necessary to adopt more stringent measures. It takes cash to pay wages and to buy material, and no one except a man with unlimited capital and a desire to do business for fun, can let his accounts run on indefinitely. The bridge inspectors met on Mon day and inspected the masonry, but will not inspect superstructure until it is completed, the last span is about finished. Hundreds of people went down to the bridge on Sunday and walked across it. The filling on the other side cannot be done until the viewers report on the location of the road, the petition asking that it go under the Pennsylvania railroad instead of over it. It will only be a short time before the bridge will be thrown open to the public. The Congressional Situation, On Saturday last Sullivan county in structed its conferees for Mr. Buckalew for congress, which gives him two counties out of the four. On the same day Northumberland county instruct ed for Lewis Dewart of Sunbury ; and Montour county also has a can didate for whom those conferees will vote. A special meeting of the Town Council was held on the evening of the i6tn, instant. Those present were President Drinker and Messrs. ost. Creasy, Wilson, Sterling and Knorr, The excavating of Market street from D. L. & W. Railroad to the canal, as per grade established by Town Engineer was taken at 19 cents per cubic yard by L L. Waller It was moved and seconded that the street be graded and paved from railroad to alley the same width of pavement as on North Market street So ordered. A petition was presented asking council to establish grade and put down pavements on Fifth between Catharine and Park streets. Ordered That the Committee on Highways look into the matter after grade is establish ed by engineer. Fred Ikeler appeared for Grant Herring and acquainted the council of the damages to the lot of Wm Sterner by reason of grading on West Street, and notified council that un less the matter is adjusted he would brine action. Ordered : That the street Committee look into the matter, C. W. Miller and G. E. Elwell, the latter as attorney for the D. L. & W R. R., appeared and presented a draft showing plan of D. L. & W. R. R switch over Catharine and on Ninth streets to Market. This brought forth a lively discussion and blocked the wheels of legislation for some little time. The President stated that he had written to Supt. Halstead of the D. L. & W. R. R. in reference to the matter, and wanted Council to wait until he be heard from. S. C. Creasy moved , seconded by J. E. Wilson, that the D. L. & W. R, K. Co. be given permission to cross Catharine bt. and go on Ninth street with their switch at a grade now es tablished or to be given by the Town. Motion carried by votes of Creasy, Wilson, Sterling and Yost. Not vot ing President Drinker and member Knorr. The Committee appointed to look Into the matter of the rights, &c, to be given the proposed Electric Street Railway reported some few objections and added a clause to the proposed ordinance saying that if the franchise be given this company and should they sell or barter said franchise and receive benefits therefrom said benefits are to go to the Town. The Company agreed to act fair in the matter and an ordinance is to be drawn in ac cordance therewith and submitted to Council. Sanitary Committee reported on position and condition of outhouses on premises of D. J. Waller, near Jacob Dieffenbach's house. This is a matter for the Board of Health to look into.
