JACKSON, Auditor. i WASHINGTON LETTEB WasliiNGroN, Jan. 9, 1893. Senator Chandler h developing a tendency to throw oratorical hrick around with all the carelessness which characterized the sensational Congressional career of lienjatnin F. Butler. While speaking in favor of the National Quarantine bill Mr. Chandler made a few remarks about the relations existing between Secretary Foster and other Treasury officials and the North German Lloyd Steamshii) Co . the audits of whii h have been in Washington since the session began for the purpose of pre ventinc legislation for the snstH'iisiiin of emigration, lie also had some thing spicy to say about the courtesies exienticM ov tlic s-me bteamslnp Co. to the prominent newspaper men who compose the Gridiron Club, lteiv are the exact words of his arraignment of Secretary Foster and Ascist int Sec. Spaulding, and nuny consider it strong enough to call for an investi gati n. If it isn't true Chandler should apologize; if it is true Foster should be impeached. "This North Uerman Llovd Steamshin Co.." s.iid Senator Chandler in his speech, "is the lavonte route for the Secretarv r.f Hn Treasury and the Asst. Sec. of the Treasury and the Commissioner of Immigration and other Tieasurv officials when they go abroad, and the Company is verv kind to th. in Tf always gives them the best of ac commodations, and if they find tSetn se'ves lacking monev wln-n thi-v flrp fin the other side- and Congress has been negligent m providing the means for their transit and thc-ir there, it loans them monev." It is very evident from fr i-h plain and unmistakable language that he believes the renulilir.i duty it is to enforce the present im migration law have lieen lin ii.,i hv this Steamshin Co. to ni'oif.fr tbnii sworn duties, and that he thinks some prominent Washington correspondents are in the same boat. Tli seccri, h-a caused a great sensation in V ashing- ion, anu mat class ot newspaper correspondents entirely too numer ouswho make a practice of placing themselves under obligations for favors received from any who choose to offer them, are highly indignant ; out an me same it is a tact that no correspondent is apt to write dis- igreeable things, even though he mows them to be true, about thosp h is under obligations to. That speech hits a cood many of them in .1 tpndpr spot, and it hurts. Some papers will not allow tneir correspondents here to accept costly courtesies, and the soon er they all get on that basis the better for all concerned. The House is not losing nnu tim with the Appropriation bill. Since the reassemblinc of Concress it ha disposed of two of them Fortificat ion, and the District of Columbia. The House Ways and Means Com mittee expect to cet that statement from Secretary Foster of the condition 01 me ireasury up to and including uecemuer 31. some timemis week. After much persuasion Mr. Harri son issued an order extending the classified Civi' Service to the Letter carriers at all free delivery offices. but declined to include Bureau and Division chief in the Government De partments, or printers in the Govern ment rnnting utnee. It is expected that this order will keep between 6,000 and 8,000 republicans 111 office under the democratic administration, but if Mr. Cleveland is prompt in dis placing republican post masters the example of the republicans in dealing with the lailway mail clerks at the be ginning of the Harrison administrat ion an be followed and a few thousand democrats be put in before the Civil Service Commission holds examina tion and prepares its list of eligible?. The House Committee which has been engaged for several months in investigating the Reading Coal Com bine has completed the taking of testimony and is now at work on its re port. It is believed that the Com mittee will report that the main allegations concerning the combine have been fully substantiated by the evidence taken; also that the Consti tutional right of Congress to legislate on the subject will be affirmed, and that certain legislation, probably in the shape of an amendment to the Inter stale Commerce Law, will be recom mended. The World's Fair people are after another appropriation from Congress. This time the amount wanted exceeds $625,000 $485,400 forjudges, $20, 000 for stenographers, $27,990 for de ficiencies in the payr.ent of salaries and the expenses of the National Commission, and $93,190 for ex penses of the board of lady managers. The general impression in Congress is that the amounts are too large and that they will be cut before they can get through. Andrew Jackson day falling this year on Sunday was celebrated twice by democratic associations of this city, once on Sat ui day and again to-day. Both celeb-ations were dinners, at both of which many democratic Con gressmen were guests and speakers. Children Cry for Pitcher's Castorla.
