Representative Fithian's resolution instructing the House Ways and Means Committee to report at an early day a bill placing on the free list all sorts of agricultural implement?, is a highly meritorious attempt to all viate the burdens of a most deserving class, but before the committee could obey the instructions, should the reso lution be adopted, other bills would have to be reported and passed. It would hardly be practicable for instance to put agricultural implements on the free list while the raw materal of their component parts - lumber and metal is taxed. The free entrance of raw material should precede that of the manufactured article into which it enters, according to the ideas of those whose long study of the question en title them to recognition.
