Ho was born at Totteridge, Hert fordshire, July 15, 1808, was educated at Harrow and Balllol Colloge, Ox ford. He entered the priesthood in 1857. Y., Jan 15. William C. ltuger, Chief Judge ot the Court ot Appeals, died to-day after an illness ot only a week, catarrh of the stomach causing his death. He had not been in good health for a long time. Judge ltuger was born at Bridge wutor, Oneida county, on January 30, 1821 He wus admitted to the bar at Utica in July, 1845, and began prac tice at Pridgewuter, whero he re mained until 1853, when he came to Syracuse. In 1863 and 18C5 ho was the candi date of his party for member of Con gress, but was defeuted. Ho was elected president at the iirst meeting of tho State Bar Association held at Albany in 187C, and ho held the same ofllce again in 1882.
