More Fish Law Tinkeriug- House bill No. 25, which has passed the House and been amended in the Senate on second reading should be defeated. It is a supplement to the existing fish law and extends the open season for catching pike and pickerel from January 1, the date at which it now closes, until February 1. This makes the season in which these fish are protected by law one month short er. It is clearly the object of the author of the bill to extend the season for fishing through the ice on the waters of the Commonwealth, a method of depleteing the waters of Pennsylvania of these game fish that should not be tolerated at all. If any amendment of the law in this respect is needed it is one closing the season December 1, one month earlier than now instead of one month later. There is no system of fishing that is so fatal to the pickeral of the small lakes of Northern Pennsylvania as fishing through the ice. Large num bers of people idle during the winter season formerly engaged in this meth od of fish killing for profit. One per son can put out and watch a score or more of lines baited with minnows. With half the idle boys and men in the neighborhood of one of these lakes engaged in the business the waters of almost any pond or lake can be deple ted of these fish in a single winter. Ice fishing is fun for the boys, doubt less, but it is death to the fish, : nd if k is desirable to preserve and propa gate fish in the interest of the public ice fishing should be prohibited as rig idly as the use of nets, fish baskets and eel weirs. There should be no tinkering of the fish laws in the direc tion of easy fish killing and extending the winter season is one of the worst amendments that could be made to the law in this direction. Some predict that the great change in the fashioning of the clothes which are to be worn by women this coming season is the most wonderful victory of the nineteenth century if fashion leaders can be induced to adopt it, and appear just once in public so ar rayed. Men will hold their breath in wond er at the marvelous change it makes in lovely women. "Few of the fair sex can help being beautiful in these glove-fitting costumes," says a writer m a recent number of The New York and Paris Young Ladies' Fashion Bazar. "This magazine is the only one in Euiope or America which makes a specialty of giving those in dined to stoutness an unrivaled ap pearance of sculptured slimness," said Her Royal Highness the Princess of Wales. Madame Patti has ordered from the Paris house four magnificent costumes, the designs of which will ap pear in the April number of this Fash ion Bazar and in this magazine only. Mrs. Harrison is greatly fascinated with the exquisite gem, costume No. 4 in the April number. It is ex pected she will give an order for an exact counterpart of it, the whole front of which will be incrusted with pin-head diamonds. This gown alone will be worth a king's ransom. "The New Philadelphia." 'The New Philadelphia" is the title of a deeply interesting article which will appear in the May Cosmopolitan, and is from the pen of Mr. Henry C. Walsh. To those who are not entire ly familiar with "the city of brotherly love" of to-day, and who taking the joke-maker at his word entertain the erroneous idea that the third largest in the Union is at best, but a sleepy and unenterprising town, the Cosmo politan's article will prove a veritable revelation, The great change that has been wrought during the past decade in the external appearance of Philadel phia is ably set forth, and greatly aug mented by the splendid illustrations drawn by Mr. Harry Fenn. A glance at these masterly drawings shows that in beauty of architecture the solidity and moderness of construction and design in her homes, clubs and commercial buildings. Philadelphia stands at the very head of flourishing American cities, The business, social and intellectual advancement of this, perhaps the most habi'able of cities, is no less marked that is its mere outward progression. Doubtless too much at tention has been paid to other more ostentatiously progressive cities es pecially of the West -to the exclusion of the Quaker City and its marvelous growth. The article in the May Cos rnopolilan, however, places Philadel phia before the public in its true light as one of the best governed, most en terprising and socially, commercially and politically progressive cities of the United S'ates. The New York Commission, ap pointed to consider municipal consoli dation has decided, by a unanimous vote, to recommend the formation of the city limits, to include New York, Brooklyn, Staten Island, the town of Westchester : nd other outlaying sub urb. I here is no doubt but that the committee in charge of the exposition are the right men for the great task. There will be ten tiihes as much money to spend as Philadel phia had. The following is a list of the prominent buildings to be erected, with the various dimensions : Space for live stock exhibit, 63 acres -, build ing for agriculture 500 by 800 feet s Casino, 175 by 300 feet ; administra tion building, 225 by 225 feet ; mines and mining, 350 by 700 feet ; electric ity, 350 by 700 feet ; transportations, 250 by 060 feet ; manufacturers and liberal arts, 788 by r,6S8 feet t horti culture, 250 by 1000 feet; govern ment building, 350 by 420 feet j wom an's building, 200 by 400 feet ; fish eries. 150 by 400 feet; Illinois Start building, 410 by 160 feet. Jennings Demorest, 15 East 14th St. New York. The Judicial apportionment bill introduced in the Senate last week makes but few changes. The 26th, Columbia and Montour remains the same. The bill providing for chattel mort gages on goods of every description, has been negatived in the Senate. In Senator Meek's Senatorial ap portionment bill, the 26th district is composed of Columbia, Montour and Sullivan. Mr. Fow's bill to prevent the sale and manufacture of cigarettes has pass ed second reading. The bill makes it unlawful for any person or firm to sell, or offer for sale, or cause to be sold, made or manufactured in the State cigarettes made ol tobacco or any other substance, except medicinal cigarettes. Any person violating the provision of the act shall, upon con viction thereof, be subject to a fine of not more than $1,000, or imprisoned tor not more than one year. Mr. Fow's companion bill to this, preventing the smoking of cigarettes on tne streets or biehwavs ot the com- O - j ------ monwealth was taken up, and ' Mr. Wherry of Cumberland, offered an amendment prohibiting the smoking of tobacco of any sort upon the streets. Mr. Wherry's amendment was rot agreed to, and the bill passed second reading. It makes it unlawful for any person to smoke cigarettes upon the highways, streets, avenues, lanes, alleys, courts and sidewalks of the common wealth.
