According to tho publication, the Com
missioner quoted refers to women in
tho departments as being "lazy, impu
dent or indifferent.'' Ho asserts that
tho demand for them is decreasing be
cause of theso traits, as well as the im
possibility of getting rid of them. They
are, bo is reported as saying, always
crying for promotions and after thy

time, when thoy are around again with
tears in their eyes asking for something
else. According to turn they are never
satisbed. This attack on the lady
clerks has created no little indignation.
It was generally supposed to have been
