THE COLUMBIAN AND DEMOCRAT, BLOOMSBURG, COLUMBIA COUNTY, PA. The Columbian. 0. 2. Elwoll, 1 rat's Br.OOMSBURG, PA.. VU IDAY.rKUUUARYSC, I880T MODERN POLITICS. Tno natural tendency of small poll llcinna of tliu present day Is to rule or ruin. In days of old politician was a statesman, 0110 vented in tho eoionou of government, and tho art of governing. The word is derived from tho Greek, and means belonging to tho citizous or to the state, lint it has so fallen from its former high and noble signi fication, that oven tho dictionaries have been obliged to give a modern definition to tho politic., and call him "a man of artitico or deep contrivance." What is for tho good of tho state, is no longer considered by our modern manipulator of political wires. Ho simply inquires of himself "What is good for me?" and having answered this question to his own satisfaction he lavs his plans accordingly, and begins his efforts ior the accomplishment of tho desired end. What schemes aio concocted, what traps laid, what falsehoods set afloat about, his opponents I Advantage Is taken of every littlo circumstance, and men too ignorant to know better are made to believe that whatever of good comes to them, is through tho iolluence of this modern statesmanand thus ho gains their, confidence. lie smiles on ail he meets; ho makes a business of hand-shaking; he sets up tho beer and passes around tho cigars; he gives money freely where ho thinks it will do tho most good ; he hesitates at noth ing that he behoves will assist him in his purposes. lint to describe all tho dark ways and vain tricks of this class would bo impossible. No one knows them all, unless ho has been through tho samo mill himself, and then he wont tell. Let us follow our subject for b while. Suppose that success crowns his efforts and the goal of his ambition is reach ed. Ho asceuds tho throno that tho pt-oplo by their inactivity have permit ted him to capture, and for a timo ho rules supreme. His word is law among liis henchmen, and in overy quarter he has his aids who are always ready to do his bidding. Thus enthroned ho exorts great iutluence, and littlo by little he reaches out beyond his own proper sphere, not satisfied with the one position ho holds, and begins to lay his plans for putting his own tools Into other offices, so that when the time comes fcr him to Bcek a reuomination ho will have trusty friends around him on whoso support ho can rely. And thus ho goes on, until the people, becoming alatmcd at the great power wielded by one man, and conscious of the bad intlueuco that man is exerting," riso in their might, and overthrow his legions. Once defeated, his power is broken, aud from that timo on his in fluence is gone. The old cries of "Stick to the ticket." "Stand by the Rules," which tatf was wont to shout so lustily when they operated in bis favor, are forgotten by him when the people show their pre ference for another candidate, and in his chagrin ho so far forgets himself as to throw what intlucnoo he has left against his successful opponent. If he cannot rule he will bring ruin upon tho party that has discarded him, no tatter how many years ho enjoyed it! smiles and favor. Wriggle and wrilho as ho will, ho cannot regain his grip; ho makes his old enemies more bitter, and quarrels with his friends. In order to deceive tho people, he criti cises in others those things which ho himself practiced when in power. But his day is over, and gradually he sinks from sight and memory until ho is entirely lost in oblivion. His place may bo taken by another of the samo stripe, but if so, tho old story is repeat cd, and its several chapters are headed respectively; Success, Power, Public Dissatisfaction, Defeat, Oblivion. This is no fancy sketch. Every state and almost every county in every stato can furnish an example of its truthfulness. Whenever those in pub lio position forget that tho people are the rulers and that public officials am tho servants and not tho masters, then this eamo old story will bo repeated so long as tho world shall stand. AN ECONOMICAL SPASM. Messis Editors : Farmers, Mechan ics, laborers, professional men and men of tho lato grand jury are inter ested to know what caused tho spas modio economical terror that has over taken the economized proprietor of tho Democratic Sentinel of Blooms burg. Were it not that tho grand jury of February term of court was discharged prior to tho lato election wo, would presume it was tho defeat for school director that caused this spasmodic attack which has afflicted this irrenresiiblo economizer. Or was it for favors ho asked of that body wnicn were not graiueu f lie certain ly exercised more economy than in telligence in consuring the grand jury for recommending that tho commis sioners iumish carpet for tho jail resi dence, for in the statement of 1878 when bo was clerk, wo rind a bill uaid for carpet without tho recommendation of a graud jury. Thus it would seem that when ho was in command he could pay 839,87 for carpet to furnish tho 6ame room that now suddenly strikes him with au economical con vulsion on the finance of this county. He directs the attention of his readers to the sum ol 82.02 paid to J. V Tustin as interest on order No 73!) aud emphatically asks tho tax payers whether or not this is economical management of county finances, when mere was over twclvo thousand :lol lars uncollected prior to 1885. Hut ho neglects to tell his readers that when ho was clerk to tho commission ersthcro was nearly nineteen thous and dollars outstanding in tho collect' ors hands prior to 187U. Ho a9ks his readers to pursue carefully and dili gently the statement of tho finances ot tno county ior intsz. tho tax payers will not stop lioro but will look back to the old newspaper filo and uerueo the statements which ho mado up while no iiciu 1110 political reins 111 ins right hand and tho financial affairs in his lef; hand. Sinco the voters of tho county havo shown him that his eer- vices wcro no longer needed in or around tho court house, ho has become terror stricken at tho management of tho finances and would havo the tax payers believe that his long reign was spotless aud unimpeachable, wlillo in truth it was as odious as it was long. 'ihu people throughout tho cutiro county seemed to be rejoiced that the management ot the county liaU men wrt-nched away from 0110 man power nnu was restored to its many citizens. And yet this illustrious ex-commission- cr's clerk with a broken political neck will seek to obstruct tho Interest of otlmrs to insuro his own, and surmises that he can regain his obnoxious pow er by censuring tho work of grand jurors and county olllolals. Again, the auovo named tnxpayers nro cur ious to know what brought this spas- mod 0 i-eoiiomv on this continuous oflico seeker. Perhaps ho forcimw tho approaching stoim, (not tho Storm he ' 1 . . 1 -. . 1 1 .1-1 - suugiu 10 npproacu lust, iau winiu traveling cast,) but the storm of pub lie condemnation that has at last over taken hlra. Pink Township. John B. Gough Dead. THE GREAT TEMPERANCE ADVOCATE PEACEFULLY PASSES AWAY. John B. Gough died Thursday afternoon of last week at forty min utes past four o'clock at tho residence of Dr. H. Bruce Burns, where ho had been lying linee the Monday night previous when lie was prostrated by apoplexy and paralysis. Ever sinco the fatal stroke ho had been wavering between lite and death. On Tuesday there was a slight Improvement in his condition, and on his wife s arrival 111 tho evening he seemed to grow slight ly better, no was then taking nour ishment, aud it seemed to benefit him, and some slight hope of further im provement. On Wednesday morning his condition was tho same, but in the evening there was a slight change for the worse, which continued until Thursday morning, when at ten o'clock he became unconscious and re mained in a stupor until his death. His wife was telographed for Monday evening and arrived at twclvo o'clock Tuesday night, accompanied by his niece. Miss banmo Wlutcomb. His other niece, Mies Mary Whitcomb, had accompanied him on bis tour and was was with him constantly during his illuess. About 12 o'clock Thursday ho was sinking very rapidly and John Wana- maker was sent tor. lie arrived about 2 o'clock and in company with Rev. Dr. Murphy held a prayer service in tho dying man's chamber. The ser vice was very solemn, there being no one present but Dr. Murphy, Dr. Burns, Mr. Wanamaker and Mrs. Gough, the Misses Whitcomb and ono or two members of Dr. Burns' family, Tho dying man was then left alone with his wifo and nieces until about 4 o'clock when he begau sinking so rapidly that Dr. Burns was called into the room. At 4.40 ho quietly and eaceably passed away, breaching eas ily, surrounded by his weeping family and tho members of Dr. Burns' house hold. His wife boro her misfortune nobly, displaying tho greatest forti tude. His nieco Mary, who has been so devoted to him, having taken hard ly any rest during his illness, though the members of Dr. Burns' family have been very attentive, consoled her stricken aunt. John B. Gongh was born at Sand- gate, Kent, England, and emigrated to New York when a boy twelve years of age. His father was a common soldier in the British array. For forty four years Mr. Gough had bevn one of the foremost orators of his day. He was once a book-binder, .1 farmer, a singer of comio songs in tho Chatham Street Theatre in New York, a fair actor, a would-be suicide and finally before his reformation a drunken vaga bond, singing in bar rooms for drinks. Up to twenty-live years ago ho snoko and lectured on temperance only. Since that time he has delighted audiences in this country and in England on suoh topics as ""Street Life in London," "Eloquetico and Orators," "Peculiar People," "Fact and Fiction," "Habit," "Uunosity and "Blunders. When stricken with npoplexy last Monday night at the Frankford Presbyterian Church he was dwelling with his old time power and eloqueuce.upon "Pecu liar reopie ana iiau just begun to plead upon bis most interesting theme, lemperance.' It was his last plcsd- mg. llie hrst and last anneal to an audience in his adopted country was tor total abstinence. Mr. Gough first visited Philadelphia as a temperance lecturer in May. 1844. Two years before he had signed tho pieugo at Worcester, mass., and when his quivering hand traced his name across the paper he stood ap and told the audscnce how be was onco respect- uuio ana uappy ami nau a home. Mr. tiougu said that when ho signed his n arao to the pledge he was homeless, miserable, scathed, diseased and a blighted outcast from society. He broke the first pledge, but signed again and kept it. 110 lectured in tho old Chinese Mu seum, Ninth aud Sansora, in 1844, to about 100 persons. He again lectur ed hero in 1855, 011 his return from his hrst trip to Europe. He has filled the Academy of Music in this city at dif ferent times for the past twciity-fUo years as no other orator has filled it. His matchless elonueuce. noliehed rhetoric, wonderful delineation of character, dramatic manner and mar- velously pathetio voice could not be surpassed, and he has probably spokeii to inoro people in his lifetime than any other human being. Mr. Gough had spent six years of his forty-four years on tho platform in England, his nativo country. Uhis period embraced three visits, one in 1853, one in 1857 and tho last in 1878. un tno night ot his marriage to Mary Whitcomb, of Worcester, Mass., November 21, 1813, ho fulfilled an en- gageraont to talk temperance in school house. It is said that sho took him on trust. She stood by him until 1 ... . ne rose 10 tamo ana wealth and was at his bedside when he breathed his list in . Philadelphia. Ho left no children. Up to tho time of his death Mr. Gough had spokon to more than nine millions of people aud had trav eled over live hundred thousand miles iu meeting his appointments. "What burlcsfi ing temperance, then a drunken loafer. then a disturber of meetings, then a ...... .1.1 1., !!.!.. 1 1!..11.. .1. - . wuutii uu muumu unit iiuany tuu great est orator of the country." Mr. Gough was to hivo lectured Thursday in tho Star Course at tho Academy of Muslo on "Blunder." His home was at Boylston, Mass. WASHINGTON LETTER. I'rom our Regular Correspondent.) Wasuisotos. Tho issue will provoko n hot politic al discusMon in tho henate, whicli is expected to becin next Monday. It will probably continue for some days as Senators of both parties aro hunt ing up precedents and preparing speeches on tho question. 1 hero are n number of Republican Senators who are opposed to this tarcical tight, al though they feel bound by political duty to abldo by their caucus decision in condemning tho Administration's determination to maintain tho Execu tWe prerogative. A Democratic Senator has in his possession the copy of a letter written by Sherman, when Sec retary of tho Treasury, declining to furnish Conkliog, then a Senator, with reasons for the suspension of Choster A. Arthur, as Collector of th'i Poit of New York. Thciu aic many indi cations that the coming controversy will be bitter aud the debate exciting. And what will it amodnt to? At the worst it can only stop tho Presi dent from filling offices whoso incum bents ho may seo lit to suspend, leav ing those offices in abeyance until the end of their regular terms. And at that point even the obstructive power of tho Senate must end, unless the Re publican majority undertako tho des peratc resort of refusing to confirm tho President's nominees, because they aro Democrats. In either event the Re publican Senators will loso the fight. tT . - , HT ! . . l!-. I. lCBieruay oemg vy asmngiun s uirui lay, Congress took holiday as well as Government clerks. It is at work n- gain to-day, aud tho Blair Education al bill is still before tho Senate. Some very able arguments have been made for and against tho measure. Though a stronger opposition has been mani fested against it this sf ssion than last, no doubt is expressed that it will pass the Senate either by its friends or ene mies. It is estimated that at least ton Southern Senators will vote against it as being unconstitutional and impolitic, although under tho provisions of tho bill, their section would share more largely in its bimafits than the North. All ot the democrats ot tno iiouso and sixteen Republican members voted for tho Fits'. John 'Porter relief bill. The passage of the bill was a fore gone conclusion, tho only interesting feature of the vote lying in tho number of Republicans who would range them selves with Democratic sentiment in favoring Porter's full vindication. The oloso of tho Poiter debate brought the first scene ot the session, and ended in uproar and confusion. Tbero was a medley of comedy and tragedy. Men on both sides of tho Hall lashed themselves into a passion. One Member accused another of dis ingenuousness. Another accused a Member of trying to cram a talsehood down the throat ot tho House. Mem bers shook' their fists in tho air and in each other's faces, and mado other de monstrations equally unparliamentary. They ridiculed each other s speeches, and shrieked and laughed and groaned until tho tumult was settled by an or der that the vote bo taken. Tho advocates of woman suffrage held a lively convention hero during tho week. This is their eighteenth annual Washington convention. They are much elated over tho bill favoring femalo enfranchisement that is now on tho Senate calendar. Tho House judiciary committee granted tho dele gates a respectful hearing on last Sat urday, and nine ladies made arguments before the committee appealing for the submission ot a sixteenth amendment to the Stato legislature, granting wom en tho citizen's right to vc'.e.
