Rig Appointment and How it tcas Erected —,date Officials and Others Chgrged with Gobbling up the Men -6.v which &mos is Charged with Embezzling from the State—lnter esting Expose; cte. ourln . telegraphic dispatches from New Nork on Saturday the 17th inst. ullnsion was made to a statement whiCh rq•ared in the New York Sun of tlitlous day, in which tt was boldly charged that a "ring, made II p of certain State officials and two or three outsiders; had gobbled up the funds which Evans was charg ed with having embezzled, and . facts, figures and documents a dduced t o prove the allegation. Since then we have receiven the Sun in which the statement alluded to appeared. As we tinee already given the public the anti-Evans side 01 the controversy we deem it but proper now to give the other side, and after having heard tK it, our readers will beable to judge for themselves how much of either or both to credit or reject. The writer in the Sure aft era!) introductory state ment in relation to the extent of the claims of the State against the Gener al Government and tie efforts made to collect them says: SCENTING THE PREY Here the matter rested for nearly two years. Meanwhile a change had taken place in the State Government. OW ill WWI Succeeded by Governor ti.- a rv, J. F. llartranft became Aud itor General, and J.M.Mtclure Assis t:loz ii iritiiy -General. Shortly af ter their induction into office, Hart ranft and Met smelled out the war claims. Their maws were emp ty and their appetites healthy. They saw there w:'• gold picking on the neglected carcass, and they straight way went for it. But not alone. The . % could not even mike a bt - .6 n • nolig a It help. After a careful •-orvey the approaches to the cov e c-el prize, it was resolved to weld tuget her a ring. Sothing could he cone without Kemble's help, Si, hlt - ibbie was invited to partake of the pr..-peclive feast. Geary, they thozeoo, could lee manipulated by trickery. ' So the Governor was only permitted to look ten innocently, and in blissful ignorance of what his ad jutoit... were doing. By the laws of Pennsylvania, the Governor, State Treasurer, and Auditor General con stitute a Finance. Board, which has entiic control of the finances of the State. This . law is so worded that the Governor really has nothing to s..iy in the Board unless . the Auditor and Treasurer disagrtv. He then has a voice, and of course his vote forms a majority either way. But so long a. the Auditor and Treasurer iti.Tree t he Governor has no voice even itect at their action. Hence s•-en that in forming this War Rite , there• was no man ier i , f he -it t hat the Go i vernor should !!tiw afoot it. SAMMY MOON But the pretest amount of help was expeeted from the notorious Sammy Moon of Philadelphia. Sammy is a character. lie is, next to A. 11. Every winter Toni j S•ott sends Sammy to look after his legislative employees in I farristiorg, tool it was while engaged in this work that he was tapped on the shoulder by the War Maim Nothing but a significant look was given by the Ring but, Sammy knew that business was ment, and, like No ah Maypole, he intended to drive a little hargari unknown to hia own employer. _And so Sammy was :of (led to the Ring,. The members nodded and passed the bill without division. The Senate did likewise just as soon as Sammy entered the doorway, and the Governor signed it when ,Har tranft and Mackey told him it was a tinariCial measure which they, as the majority of the Finance Board, had agreed upon. The act authorized the 'Governor to appoint a special agent for the collection of the war claims, and allowed the agent to re "lain a commission of ten per vent. upon the whole amount of the claim fr“iii 11w -urns collected. But he soon found .it out, Armed with his credentials from Governor Geary, Evans waited upon Hannifin for an order on the Secre tary of the Commonwealth for the, long-slumbering 'voucher:. "Not • mach." said that worthy: "Sign this first, please," and the Hon, J. F. Fiartranft presented this little docu ment for the lion, G. 0. Evans to sign: The nndersigned, George 0. He had scarcely a dollar m the world, dso he said, Hartranft said he • st raise- it, -for he could not have the war claim vouchers Until he was paid some thing down. This scene it is believed finally ended in Evans being dragged neck and ears into the conspiracy. He got tt by threatening to expose Evans the Governor unless he mine down The other conspirators were less greedy. They resolved to wait until returns came in before going to Evans for their divvies. It is impossible to follow him in all his transactions at this period. It is only known that for many months the claims hung fire before the first dollar was Paid. Finally the 'sum of i:90,000 was col lected. Not one dollar of this went into the Treasury, hut all was used as divvies to theemispirators in advance. They had been kept out of them so long that to save himself from fur- ther clamor Evans said that he divi ded the whole collection and then didn't have enough to go round. Jimmy McClure took $lO,OllO. Rem ble, it is said, got as much. Hartranft, having got his strictly in a•ivance, had to be contented with less. At this rate the eommission ran up faster than the actual collection, and when Evens presented his settlement of the $1,970,000, ho had no funds to show for it, yet had $197,000 to divide among the conspirators. , This made trouble. In all other dealings with Evens the Ring seem to have acted with the most merciless exactedness. Jimmy McClure had the most insat iable maw of any of them. The amount of his collections in actual east; was, on the 2.321 of June, IM7I, the date of the last payment, nearly one million of dollars. Out of this he had divided among the conspirators $210,046,91, or ten per cent. upon the whole amount of Penn - sylvapia's claim allowed by the Uni ted States. Of this, some 100,O{)O went through John F. Graff to con trol the Forney influence, to secure the silence of the Philadelphia Pres.s, to secure access to the War Depart ment through the alleyway, to bribe certain officials in , Washington (among them, it is said the Third Controller), to pw certain of the claims which were nearly barren of vouchers to sustain them. and for various other expenses. Kemble got $15,000, Mackey the same, Sammy Moon about the same figure, while jimmy MeCture, who claimed to be represent ing Oorernor Gouiv, walked off with nearly all that WM left, leaving iioor Evans penniless, with his mortgage still upon his wife's house, and heavily in debt besides. Among them is a private book in which every daze paid out and to whom paid is entered. if he could get his books he could ac count for every dollar paid out; but in the prdcess the official heads of hundreds would be brought low in the dust. Verily this Evans matter is as offensive-and unsavory a pile to turn over as any that could bo found in Washington.
