CUT Affairs, -The Board of Trade at its meeting last night assured by resolution the South that the Northern merchants would heartily oo operate in any movement looking to the ad vancement of the business Interests of the Southern cities. The board has also protested gainst the Harbor Mastet's tonnage tax, but no reply has been received from Governor Geary. It is thought that a meteorologioal signal system will be adopted at Lewes, Dela ware. Mr. Morris called attention to the fact that the interests of trade demand that freight depots should be kept in close commu nication with the mercantile section of the city. The board also believe in furtherance of the interests of the grain trade that de pots Bhonld be established at tide-water. The Pennsylvania Railroad contemplates such a movement, 'and the board will memorialize Councils on the Bubject. A mass meeting of Irish citizens was held at Seventh and Carpenter streets iast night, and regarding O'ltossa, Burke fc Co. as en deared to them for "their noble bearing when confronting the minions of the law, and con stancy under penal torture," they (the Irish citizens) proceeded to resolve to organize a society for the accomplishment of Irish liberty, to be called the "Irish Confederation." Speeches were made, and the meeting ad journed to meet again next Monday night. A petition, baoked by A. G. Cattell and others, was submitted to the Councils Fi nance Committee last night, asking them to pay $117,000, that being the sum lost by Henry Simons in the building of the Chesnut street bridge, owing to a rise in the price of the material. The paper was referred to a sub-oommittee. The committee will report negatively the ordinance increas ing the pay of the foremen of the P. F. D. to $1000. An appropriation of $10,000 for the repair of Girard Avenue Bridge willbe reoom mended. It was also agreed to report in favor of giving $38,000 to the Highway De partment for the grading of streets. The reorganization of the Central Com mittee and its proclamations in Paris excite great dismay. Sixty-eight arrests of the members of the International Society were made on Sunday night at Brussels. The British House of Lords yesterday de bated the declaration of Paris of 1850 abolish . ing privateering. During the last two days twenty-nine officers of the Commune have been arrested, . of whom half are foreigners. One hundred and eighty thousand French prisoners still remain in Germany, and they are now returning home at the rate of 3500 each day. Twenty-five hundred women oonvioted of setting fire, or attempting to set fire, to build ings in Paris, have been sentenced to trans portation to New Caledonia. A special despatch from Rome Bays that . a plot for the assassination of the Pope has ' been discovered, and that it was concocted by the International Society. Indications of a renewal of the insurrec tion in Paris rapidly multiply. The working- men openly insult the soldiers and attempts at assassination and moendiansm continue. The Pans correspondent of the London Times writes that the International Society, from which sprang tne 'aj-is uommune, num bers 2.500,000 members in Europe. The Governor of Indian Territory says that it is evident that, during the coming summer, there will be witnessed the most ex tensive ravages on the frontier of Texas, as the Indians have made great preparations for committing depredations.
