The peace festival parade will be inaugu rated by a salute in the morning, and on the parade Mayor Fox has promised the attend ance of 500 policemen. The Germen milk men will also participate in the parade. Dr. John S. Tarry read a paper before the Social Science Ap.sociation last evening, on "Infant Mortality." He presented some startling figures. From the statistics of mor tality it is ascertained that 03 01 per cent, of those dying under five years died before the first year had been reached. He also affirmed that the percentage" of inquests on children under one week old has increased since 18G3, kaving attained to 17 per cent, in the first three months of 1871. In other words, nearly one-fifth of all the inquests made by the Coroner were upon infants under one v eek old, and in the opinion of the Coroner a large proportion of these were infantioides. Several cases of relapsing fever made their appearance in the Sixth ward yesterday in this city. The Boston "Ked Stockings" play the champion Athletics, on the grounds of the latter, in this city, this afternoon. Domestic Affairs. The census returns are not yet quite complete. Galveston, Texas, is to be quarantined on and after the 10th inst. It is thought probable that there will be a full Senate on Wednesday next. The Joint High Commission will proba bly not sign the treaty until Tuesday next. Dr. A. K. Hoffman, father of the Gover nor of New York, died yesterday afternoon at Sing Sing. About one hundred workmen are now engaged in improving and renovating the Capitol building at Washington. The rain of the past few days has caused a freshet in the Hudson river, and Borne of the cities and towns situated on its banks, from Troy down to New York city, have suf fered to some extent from inundation. The proposition made by the Scranton miners on Thursday has been rejected, and it now looks as though they will not only not get 8C cents per diamond car, instead of the $131, but that their laborers will most likely take their places in the mines. Foreign Affair. Bismarck has gone to Frankfort to con fer with Favre. The bombardment before Taris continues with full vigor. The Commune, by decree, abolishes all political and professional oaths. There is little or no change to note in the position of the French belligerents. The British House of Lords has passed the bill for the protection of life in Ireland. The Freemasons of several of the cities of France are endeavoring to secure peaoe. The island of St. Germain, in the Seine, between Billanoonrt and Issy, has been taken by the Versailles forces. Negotiations for a compromise between the two factions in France are now progress ing, and if they fail Marshal MaoMahon will attempt to carry Paris by assault. HEAVY DEFALCATION. The Late Collector of the Eighteenth Pennsylvania District a Defaulter In the Amount of $31,000. Yesterday District Attorney 8 woope instituted proceedings in the United Slates Court against the sureties of Henry A. Guernsey, late Revenue Collector of the Eighteenth Collection District in this State. Mr. Guernsey was collector and disbursing agent, and gave a bond for one hun dred thousand dollars for the faithful perform ance of his duties, Messrs. II. L. Diffenbach, S. Jt. Feale, A. C. Noyea, Robert Crawford, and Theodore Wright becoming hia bondsmen. The bond given as disbursing agent was for ten thousand dollars, upon which Samuel Adams, P. W. Keller, and E. Bigony were the sureties. Guernsey's accounts were sent to Washington, and when they Vtcre examined It was found that the Collector's account showed a default of about $28,000. and the disbursing agent's ac count about $3000, making a tetal defalcation of $31,000.
