Gount Bis marck, who says: "Events In Paris do not indicate the execu tion of the convention entered into with the German commander, which forbids any ap proach to the lines before the forts occupied by the Germans." Biemarck claims a restoration within twenty four hours of the telegraph leading to Paris, which has been destroyed, or Paris will be treated as an enemy; and should there be any more proceedings in violation of the prelimina ries of peace, the fire of The Frta will be opened on the city. Favre staled that, he bad replied to Bismarck that the insurrection in Paris was a surprise to the Government, but would be repressed. II there was delay in its suppression It was because the Government was hopeful of avoiding blood shed.
