The annual meeting of the State Grotto of Pennsylvania of the Sons and Daughters of America was recently held in this city. The order in Pennsylvania is in a very fine condition. A new grotto has just been started in Shamburg, Venango county, nnder the supervision of Dr. A. M. Williams, of that place. The new grotto is No. 33. Char ters have been asked for in Franklin, Erie, and Petroleum Centre, Pa., and in a very short time grottoes will be started in these places. The order, under the Supreme Grotto, has been started in ten States of the Union. A regular session of the Great Council of was commenced yesterday, at the hall Fourth and Walnut streets, Adam Scnth, Great Sachem, in the chair, and A. J. On Friday last a resolu tion was introduced In the lower house of the Legislature by Major Pope, of St. donls, eu doreiuf; the thirteenth, fourteenth, and fifteenth amendments to the Federal Constitution and the policy of the General Government, and favoring the pnytnent of the Stale and National indrt'ttdrf f according to ecveral contracts upon which the indebtedness Is tuned. The resolution wag debated during the morn'mr hour ou Friday and Saturday and continued yeFterday. It had been stated that the resolution was in troduced to force General lilair if possible to sustain Ms position taken in his famous letter to Colonel Broducad, Id 1803, and upon which he was nominated in the National Democratic Con vention or to recede from it. Yesterday Gen. lilair, on amotion it refer Major Pope's resolution to the Committee on Federal Relat one. of which Blair is chalrmin, spoke to the question, stating that be was in f;ivor of the fifteenth amendment and believed the South generally assented to It, but the reconstruction acts he declared unconstitutional, and referred to the decision of the Snpreme Court lu the cae of Cuinmings asalnut the Stale of Missouri; alio to the case of Milligan and Bowles, who were tried oy a military commission in Indiana during the war. Referring to his letter to Colonel Brodhead, he ufcd the following languige: "Had elr, my letter which has been referred to the contents that the military should be made to undo their uusrpations at the South, I fay so still, and you have only to withdraw them from the South, and their work will be undone. (Applause.) That carrion crew o rarpet-bnpgers, who are gorged upou the plun der and drimk with the blood of the vanquished people of the South, will disperse themselves in an instant if not sustained by the bayonets of the Federal Government. There is no Item in that letter that I take back. I stand by it. "I believe In the construction given to the Con stitution of the United States by the Supreme Court, that this reconstruction was unconstitu tional. My hope in going to Congress, if I should attain that bih position, Is that I may aid in withdrawing the troops from those South ern States, which are held there to saddle npon the backs of that people a parcel of carpet baggers and scalawags, followed by an lgno rant mass of negroes, and if the people of the South, who have shown a disposition to abido in good faith by the arbitrament of arms, renew their allegiance to the Government, they will be allowed to resume self-government among themselves, as we have done in Missouri, and whilst I may not expect to carry with me the gentleman from St. Louis, I believe that we can nirely and certainly count upon the co operation of the large body of liberal men who assisted us in relieving ourselves from a similar tyranny in the State of Missouri." The speech concluded with a rather savage assault upon John B. Henderson, a portion of whose career during the early part of the war is not very delieately haadled.
