THE DAILY EVENING TELEGUAPU PHILADELPHIA,, TUESDAY, DEUEMBKK 20, 1870. FOIl EI ON ITEMS. THE PRUSSIAN CAMP. TLo Truspiang always form their oauip in the Bhapo of a square, whatever may be the strength of the force obliged to bivouac Their brigades, divisions, and army corps are distinguished by electric beacons, or ordi nary lights covered with white or many colored glashea, the object of which is, first, to mark the abode of the general.; secondly, to facilitate the cominunicalion of orders emanating from those in couimnud. This mode of lighting might be introduced with advantage into tho French army, for there Lave been many instances during the late canipnign of orders from head' quarters never reaching the generals at all. The l'riissian campn are guarded by sontries scattered on the wings and fronts, thiity or forty panes from each othor, taking care to cross each other continually, so aa to prevent any soldier or straugor from going out. without orders, or entering with out a safe-conduct.. The sentinels at the out posts aie generally placed chockerwise, and united to the guards (who are placed in the n anner pr scribed by Frederick the Great) by little pols of cavalry charged with imme diately informing the main bdy of any sur prise. , The fires are lit in the morning and let out at nightfall; no cooking is done by the Prussians when they arrive at tho bivouac by night. There are Acme fires to show the general direction of the line of sentries, but they caouot be soon, the flank on the side which the enemy might lit tack being masked by slopes. The Prus sians always throw up earthworks; tbey care fully avoid sounding clarions or beating drums, either in their camp or in aotion. Every officer or soldier has a whistle which enables the chief s to perform the different alls and the men to give warning of the ap proach of tho enemy, to call each other, and to seek their company when they have strayed. The Prussians never use the drum and clarion except in a conquered country, as, for example, the Meuse. AN EAST INDIAN FUNEItAI. A correspondent of the Delhi Gazette re lates a terrible scene which occurred the other day at Ktawah at the funeral service of a native. The corpse was brought to the banks of the Jnirna to undergo the usual ceremony of burning. It was laid on the sand about fif teen yards from the water, while the men were preparing and stacking the wood. This done, the wood was fired so as to give some little time for a good blaze, and lh men moved off to a little distance, squatting themselves down to have a smoke, when a hugo crocodile, seemingly watching their movements, rushed out of the water, seized the corpse and doubled back, making a tremendous header into the river with the body between his jaws, leaving the followers and mourners in perfect bewilderment. THE FKENCH MEDICAL SET! VICE. There is every reason to believe that the French medical service in the present war is far worse even than it was in tho Crimean campaign. Nothing could be more complete than its failure on the latter occasion, when, out of a death-roll of 95,G1.", only about 20,000 men died on tho Held or of their wonnds, while 75,000 perished by disease. The experience was bitter, but it had been forgotten as early as 185',), and the brief Italian campaign was a repetition of the same disastrous system as had been pursued in the Crimen. The deaths in hospital far outnumbered those in the field, even though tho wounded had sometimes to wait four days uncared for amid the dead and dying on tho battle-ground. The two evils under which the French Buf fered were the insufficient supply of surgeons . and the utter neglect of hygiene. Neither in Italy nor in the Crimea was thero even one doctor to 1000 men, and in this respect the ambulances were far inferior to what they had been under the first Lmmre. Drainage, disinfection, good nurses, and abundant food were needed to reduce the fearful mortality in the hospitals, but for such matters as these the Irench administration cared nothing. Has it grown wires in the decade that has jnst expired ? TKUSSIA'S SENSITIVENESS. Prussia offers no exception to the general rule by which nations, like individuals, bo- come bigger. She has hardly deigned to notice the accusations of cruelty which have been so freely levelled agaiust her during the present war by her opponents. lSut Frederick the Great was less indifferent to remarks made upon him on this soore, and when in 17! it was esseited that prisoners of war in the Prussian territories were not well treated, his Majesty caused the following jus tification of his conduct to bo sent to his Ministers at foreign courts: It Is knon u to all Kurope that I have provided for all the ofileera who are my prisoners of war, as well Swedes as French and Austrians, and lately for tne Russians, me test accommodations ana every con venicBcy; having fur that end permitted them to paws the time of their captivity in my capital. Ne vertheless, a't some of them have greatly abused tueuoeriy auowtn mem uy Keeping up illicit cor respondence, and by other practices with which could not avoid being offended, I have been obliged to cause all. of them to be re:noved to the town of pandau, which ninBt not be confounded with the fortress of that name, from which it U entirely separate, and where they will eD.ioy the same ease at Berllu, but will be more nar rowly observed. This is a resolution no one can blame. 1 am sufficiently authorized In It by the law cf nations, and by the powers who are leagued against me the court of Vienna having never suf fered any of my o Ulcers that have fallen into their hands to go to N ienna, and the court of Russia hav ing sent some of them even to Caaau. However, as my enemies let slip no opportunity of blackening my most iouocent proceedings, I have thought proper to acquaint you with my reasons for making tins alteration wiui regaru to me officers wuo are my prisoners, etc. FAITH AMONG NATIONS. As there appears to be some doubt, says ajn . x-ngnsu paper, whether it is absolutely neoes sary any longer for nations to keep faith with ach other, and as it seems not impossible that under the new system of international law, which has its advocates, the old-fashioned doctrine that "Honesty is the best polioy" will become barbarous and obsolete, it may be as well to call attention to a rebuke which England once drew upon herself before she acquired the reputation for respectable dowdyism she now enjoys. On the 2lh of February, 1788, the Emperor of Jlorocoo sent the following circular letter to all the European Consuls resi dent witLin his dominions: "In the name of God! To all the consuls: Peace to him who followeth the right way. Know ye that for these thirty yea rs we, have ob served the conduct of the English, and studied their character: we have always fouud that they never keep their word. w never could dive into their character, because they have no other than that of telling lies. We are oqnainted with the character of other Chris tian nations; we know that they keep their word: but a nation like the English, of which there is no knowing the character, who know cot how to keep their word, and who can only tell lies, does not deserve that we should speak or write anything to them For, ac cording to our religion, a lie U the most abo minable of all vices. Their ambassador, Curtis, told us that he had orders from his court that the ships built on our slips, and which we were to send to Gibraltar, pbould be there completely refitted. In consequence of whioh we Rent those ships to Gibraltar, provided with every thing necessary, and with money; but he sent buck our shipB, and nothing was done to them; but what offends us now is that he evtn sends back the 6bips which we had sent to conduct them to our brother the Sultan Abdulbamed, whom God preserve ! After this, it is not necessary to add more. On the 17th of the moon Jumadilala of the year 1702 Hat iB, February LT, 1788." It is a curious circumstance that in the same year Ilussia, having issued a manifesto against the Sublime Porte protesting her own desire for peace and calling upon the Turkish Ministry to respect "treaties and engagements the most solemn and sacred," found herself at war with Turkey, and despatched Paul Jones, the ad venturer, to the Black Sea as second in com mand to the Duke of Nassau. 1020. 1020.
